On 15 September 2026, Professor Sarah Singer, Professor of Refugee Law at the Refugee Law Initiative, gave evidence to the Immigration and Asylum Bill Committee alongside Jacqueline (Jacqui) McKenzie, Partner at Leigh Day Solicitors.

The Committee is scrutinising the Immigration and Asylum Bill 2026, with the session covering a number of significant areas, including:
• the proposed Independent Immigration Appeals Authority (IIAA), which would replace the existing First-tier Immigration and Asylum Tribunal;
• proposed changes to the interpretation of Article 8 of the European Convention on Human Rights (ECHR); and
• provisions concerning a new protection status and the recovery of asylum support costs.

Professor Singer also raised concerns about the level of detail currently provided in parts of the Bill, particularly where further regulations would be required to give effect to proposed changes.

We are delighted to share that Dr Liv Feijen will be joining the Refugee Law Initiative as a Visiting Fellow from the 21st of September.

Dr Liv Feijen is a lawyer and policy adviser specialized in asylum and migration law. Her academic work focuses mainly on the relationship between philosophy and law in the area of migration control, the EU acquis on asylum and migration, complementary forms of protection, as well as critical humanitarian studies.

She has 30 years' experience as a legal and policy adviser at UNHCR with operational field experience from the Balkans, Africa, Asia and the Caribbean.

Dr Feijen holds a PhD cm laude in international law and DES in international relations from the Graduate Institute for International and Development Studies in Geneva, an LLM degree in public international law from the Raoul Wallenberg Institute on Human Rights and Humanitarian Law, the Diploma in International Human Rights Law from the International Institute of Human Rights in Strasbourg and a juris kandidat (LLM) and a filosofie kandidat (BA) in English language and literature, sociology of law, political science and Russian language from the University of Lund.

Her research during this fellowship will revisit UNHCR’s lawmaking powers in the perspective of the humanitarian reset.
