FI****MS LICENSING SAFETY CERTIFICATE UPDATE
Effective April 2, 2026

Starting April 2, 2026, Massachusetts will implement updated training requirements for fi****ms safety certification. This includes additional instruction and a live-fire component to obtain the certificate required for a License to Carry (LTC).

Here’s what you need to know:

• LTC issued before August 1, 2024 - No additional training required

• Applied and issued after August 1, 2024, but completed your safety course before April 2, 2026 - Updated training required before your next renewal.

• Apply after April 2, 2026 - The new fi****ms safety course is required. Basic Fi****ms Safety Courses taken and dated before April 2, 2026, will still be accepted.

Note: The live-fire portion is still being finalized. Until live-fire training is fully implemented, it does not need to be included in the course.

Important: The date you completed your fi****ms safety course determines if you need the new training — not the date you submit your application to the police department.

NOTICE OF PUBLIC HEARINGS: We will be holding two virtual public hearings on February 23 (6 p.m. and 7 p.m.) on two different proposed deer hunting regulation packages. Feedback is being collected separately for each.

At 6 p.m., we will be collecting feedback about the proposal to make emergency deer hunting regulations in Zones 13 & 14 permanent which includes extending winter deer season two weeks into February, creating an early deer season in September in Zones 13&14, removing the visibility requirement, and removing the on-island deer check requirement.

At 7 p.m., we will be collecting feedback about proposed changes to regulations for deer hunting and tagging of deer which includes opening a winter deer season in Zones 9, 10, & 11 using a primitive firearm or archery equipment, adding a second day to the Youth Deer Hunt, eliminating the use of natural deer based lures and scents, allowing MEP to substitute electronically provided confirmation numbers for metal seals, and standardizing the start of the Archery season to the Monday following Youth Deer Hunt.

If you can't make the hearings, you can still submit comments by email or mail until March 9. Review regulations, get hearing details, and learn how to submit comments at bit.ly/Deer-Public-Hearings-2026
