Acceptance of an offer - The OVR considers acceptance of an early offer or tryout offer complete and binding
once a parent/guardian accepts the offer via an email response or completes and submits an electronic/paper
document (i.e., online form) to the club. The OVR DOES NOT consider a verbal agreement or a mobile text as an
offer or acceptance. This policy applies to both the clubs' offerings and players' acceptances.
Once an offer is accepted, the athlete MAY NOT attend another club's tryouts without permission from the OVR
Commissioner, as the athlete is now bound to the club with which they completed the agreement for the
upcoming season.
NEW THIS SEASON: Clubs and Coaches violating OVR recruiting policies are subject to ALL verbal offers and
contracts offered (legal or illegal) being ruled invalid by the OVR at the discretion of the playersfrom that club.
Release from a binding agreement can only be accomplished through the club director providing a written
statement to the OVR Commissioner that a player is released from a binding agreement. Clubs are not required
to release a player from a binding agreement once it is completed and received. Clubs can impose a financial
penalty to be released. Participating in a sanctioned USAV event restricts an athlete from representing another
club for the remainder of that season.
Recruitment of players - A club may contact any athlete to recruit them to its program if they meet the OHSAA,
PIAA, or WVSSAC eligibility requirements and the OVR recruiting requirements. For Summer, this is AFTER July 1
or AFTER the completion of the athlete's USAV, or non-USAV season, whichever is later. However, clubs
cannot require written contract acceptance until Tuesday, July 14 at 6:00 p.m.
For fall, this is AFTER the conclusion of the athlete's OHSAA, PIAA, and WVSSAC interscholastic season, and only
if the athlete has not already signed with a club. Clubs can only accept new players during the above-stated
guidelines.
There is no restriction for Parents to reach out to other clubs for information; however, during any active
OVR/USAV season, clubs or coaches ARE NOT to reach out to parents or players directly as a method of trying to
recruit their daughter if she is under contract with another club.
Penalty for Recruiting Violations – Coaches violating OVR recruiting policies are subject to a one-year
suspension from coaching and/or a personal fine. The home club of coaches who violate the policy will also be
fined; therefore, club directors must educate their coaches on the OVR recruiting policy and ensure that all
coaches and clubs adhere to it
