The 36th Japanese Ambassador’s Judo Cup officially opened today at OYDC-Zambia featuring two days of competition (Pre-Cadets/Cadets on Day 1, Seniors on Day 2).

The event celebrates the strong Zambia-Japan friendship through Judo. Guest of Honour, Permanent Secretary of Youth, Sport and Arts, Mr. Kangwa Chileshe (represented by Director of Sport, Mr. Gibson Muyaule), reaffirmed Government support for sport under the 2024 National Sports Policy.

Japanese Ambassador, Mr. Mikami Akiteru encouraged the Judokas to respect opponents and enjoy themselves. Judo Association of Zambia General Secretary, Mr. Mabvuto N'guni highlighted the tournament's role in talent development.

Notably, NSCZ CEO, Mr. Sombwa Musunsa was represented by the Human Resource and Administration Officer, Ms. Monica Lombe at the ceremony.

Earlier today, NSCZ CEO was represented by Sports Development Officer, Ms. Phoebe Silabo, as Guest of Honour at the SPAZ workshop, held under the theme “Advancing Sports Physiotherapy Through Research, Innovation and Evidence-Based Practice.”

The event rallied Zambian physiotherapists to embrace scientific research, modern rehabilitation technologies and athlete-centred care, moving beyond habit to proven methods that better prevent, treat and rehabilitate sports injuries.

Ms. Silabo commended SPAZ for championing evidence-led approaches that ultimately safeguard athlete welfare and elevate Zambian sports standards.

PRESIDENT Hakainde Hichilema’s drive for a Sports Revolution seen through Sport Legislation

The Government of Zambia has officially enacted the Sports Council of Zambia (Amendment) Act, 2026, introducing significant legislative updates to the governance and administration of national sports. This amendment introduces key structural reforms designed to enhance corporate governance and operational transparency across the sector:

1. Restructured Executive Board: The Council will now be governed by a reconstituted Executive Board comprising representatives from the Ministries of Youth, Sport and Arts; Local Government; Health; and Education. The board also includes a representative from the Attorney-General's office and four representatives from registered sports associations.

2. Critical Governance Functions: Under the new Section 16A, the Board is legally tasked with providing strategic policy direction. Key responsibilities include approving all strategies, annual budget estimates, work plans and financial statements, as well as strictly monitoring Council performance.

3. The Need for Competency: Because the Board holds ultimate accountability for fiscal oversight, strategic planning and performance evaluation, having highly qualified, experienced and competent Board members is absolutely essential to driving these modern reforms forward successfully. This is particularly for the four representatives from affiliated Associations who must meet a new strict criteria to be eligible to be appointed to be on the Board.

4. Financial Oversight: To ensure statutory compliance and transparency, all board allowances and staff emoluments will now be determined by the Emoluments Commission, acting on institutional recommendations.

5. Modernised Statutory Language: In alignment with modern drafting standards, the law officially replaces the term “Chairman” with the gender-neutral title “Chairperson” throughout the principal Act.

These legal adjustments establish a more inclusive, structured, and accountable framework intended to support the sustainable development of sports in Zambia.
