Most successful mutual aid responses are built on relationships.

The apparatus, radios, resource typing, and response plans matter. But when incidents become complex, people often rely on something less visible: trust. Knowing who is arriving. Understanding how they operate. Having confidence that expectations are shared.

That familiarity rarely develops during an emergency.

It develops at training events. Planning meetings. Exercises. Conferences. Conversations before the incident occurs.
