It is hard to believe that this will be the last Thursday Bulletin (TB) of 2022. Each year, the Thursday Bulletins total around 95,000 to 100,000 words. I want to thank all of those who read the TB and for all your comments. I know my twist on various happenings may irritate some but that is ok. I call them the way I see them.

One of the funnier things that happened last week occurred in South Carolina. A perpetrator had an order of protection against him from a young girl. This nitwit goes to her home and tries to break in. He is met by the girl’s uncle and brother who pistol whipped and chased him out of the house. This dude ran down the road trying to get into other people’s homes saying someone is trying to kill him. Finally at the end of the road, he jumps a security fence and breaks into the last house on that road. As luck would have it, that house belonged to World Wrestling champion “Hacksaw” Jim Duggan. Hacksaw is retired but when he was wrestling, he weighed in at 271 pounds and was 6’3”. He was noted for picking up his opponents no matter what their size and throwing them out of the ring, which is exactly what he did to the perp, except he landed on the front porch. Hacksaw spread eagled him and held him with the help of his trusty “Dirty Harry” .44 magnum. The police arrived and carted the perp off to the jailhouse. Another happy ending.

What will 2023 be like for gun owners in Illinois? It will come as no surprise that we will face the most intense wide-ranging attacks on the rights of law-abiding gun owners we have ever experienced. The proposals that the anti-gun side is attempting, and may pass, is patently unconstitutional but they don’t care. Make no mistake, for them, crime is just a thinly veiled excuse. Their real targets are the Second Amendment, private gun ownership of law-abiding citizens, the right of self-defense including concealed carry, the shooting sports and hunting. Sometimes they say that they support the Second Amendment but in actuality, they don’t. In fact, their long-term goal is the repeal of the Second Amendment.

My question is with 2.5 million law-abiding gun owners and about 450,000 concealed carry licenses in the state of Illinois, why aren’t more people members of the Illinois State Rifle Association? If they were members, we wouldn’t be facing the problems we are facing now. It is kind of like buying a new speed boat and saving money by not buying the drain plug. I got a call once from a guy wanting to know where to shoot his brand new AR15. He was very proud of the how good it was and that he had spent $1500 on the gun. At the end of the conversation, I asked him if he was a member. He asked the cost which for him was $30. He promptly told me he couldn’t afford it. That was two percent of the cost of the AR. That is why we are in the trouble we are in now. Ridiculous.

I am asking every member to recruit a new member. The enemy is at the gates. How hard is it anyway? It is like no one wants the police around until they need help. Then it is a whole different story.

The Second Amendment Foundation has an amicus brief in support of the lawsuit brought by Junior Sports Magazines against the State of California. Junior Sports Magazines publishes a magazine entitled Junior Shooting. The State of California passed a law which prohibits “advertising, or marketing, communication concerning any firearm related product in a manner that is designed, intended or reasonably appears to be attractive to minors”.

Obviously Junior Sports accepts ads from firearm and ammunition manufacturers. The magazine promotes junior shooting sports. For those who do not know, the shooting sports are ideal for young people. First of all, an average kid can be successful at participating in shooting. You don’t have to be a giant, the fastest runner or weigh 350 pounds to do it. Shooting sports teaches young people discipline, concentration, sportsmanship, responsibility, and promotes self-esteem, while learning marksmanship.
Kids in the shooting sports are well mannered, polite, and responsible. They are a pleasure to be around.

So, what is the problem? The problem is the anti-gunners don’t want anyone to own or enjoy fi****ms. It is not that they don’t understand, it is that they don’t want to understand. The saying that applies to these people is “None are so blind as those who will not see.”

I applaud all those suing the State of California for violating the First Amendment. I thank the Second Amendment Foundation for their support with the amicus brief. The case is in the Nutty Ninth Circuit. The case is known as Junior Sports Magazines et. al v. Bonita. Bonita is the California Attorney General and is named in his capacity as such.

Here in Illinois, the lawsuit trying to overturn the prohibition against licensed concealed carry holders from carrying on public transit is in the United States Court for the Northern District of Illinois Western Division. The case is known as Schoenthal et. al v. Raoul. This case is being supported by the Illinois State Rifle Association, Second Amendment Foundation, and Firearm Policy Coalition.

The Illinois General Assembly will reconvene on Tuesday, January 4th. This is the beginning of Lame Duck Session. Lame Duck Session will continue January 4th,6th,7th ,10th and until approximately noon on January 11th. At that time, the 102nd General Assembly will end. The new Senators and Representatives will be inaugurated and the 103rd General Assembly will begin. All bills presented in the 102nd General Assembly will die. That means if HB5855 is not passed, it will also die. Actually, nothing ever dies legislatively in Springfield. HB5855 will be reincarnated as a new bill with a new number and will be out there again. I am sure we will see parts of HB5855 separated into several new bills, all which will still be unconstitutional and all of which we will challenge in court.

The ISRA will be there fighting for your gun rights and freedoms every step of the way. If anything does pass that is unconstitutional, we will fight all the way to the Supreme Court of the United States. Period.

Tidbits:

December 29, 1845 - Texas is admitted in the Union as the 28th state. Texas is the second largest state after Alaska. Texas could have been bigger but about 104,000 square miles of West Texas was sold off to pay debts. That section is now part of New Mexico. The area of Texas is 268,596 square miles. There were two Presidents of the United States born in Texas and neither one was the Bushes. One was Dwight D. Eisenhower and the other was Lyndon B. Johnson.

The addition of Texas to the Union precipitated the Mexican War which suited the “Manifest Destiny“ mood of the country. Manifest Destiny is the belief that the United States should stretch from the Atlantic to the Pacific. The Mexican War largely accomplished that.

December 30, 1922 - The Union of Soviet Socialist Republics is founded. Most people think that happened in 1917 but it did not. The communist takeover of Russia is a prime example of tyranny of the minority over the majority. The tactics used by the communists are similar to the ones used by the left in the United States today. The U.S.S.R. collapsed in 1991. Vladimir Putin still hasn’t gotten over it.

December 31, 1879 - Thomas Edison demonstrates the light bulb to the public. Excitement swept the country. The Pennsylvania Railroad ran special trains to Menlo Park, New Jersey, where Edison’s laboratory was located. Edison tried 4004 different filaments before he got the right one. He did not view those experiments as failures. He said something to the effect that we now know 4004 things that don’t work. Edison also invented the phonograph, experimented with motion pictures, and all kinds of other items. His most important idea was the electric grid system which we use today. When Edison died, he held 1093 patents.

45 B.C. - The Julian Calendar takes effect on January 1. The old Roman calendar had been around since about 700 B.C. The new calendar was much better, but it did not take into account the fact that each year is really 365.24199 days long.

In 1582, Pope Gregory XIII ordered the adoption of the Gregorian Calendar. The purpose was to make up almost one quarter of a day that was unaccounted for every year. To make up for this, ten days were omitted from the first year to get the calendar back on schedule. Thereafter, every fourth year would contain an extra day which became known as Leap Year. I know you will all be thinking about this tidbit after your 10th glass of champagne on New Year’s Eve.

January 4, 1847 - Samuel C**t receives a government contract for 1000 C**t revolvers. This model became known as the C**t Walker. C**t enlisted the help of Eli Whitney in the mass production and finishing the revolver. The C**t Walker had a range of 100 yards and could kill a horse at that distance with a properly placed shot. The C**t Walker was the most powerful mass-produced repeating handgun until the .357 magnum came along in 1935. The C**t Walker used 60 grains of black powder and could shoot a .454 caliber 141 grain ball at 1350 feet per second. Poor metallurgy at the time couldn’t always hold the pressure generated by 60 grains of black powder so occasionally cylinders would rupture, or all six chambers would go off at once. Future C**t .44s had their cylinders shortened so 50 grains of black powder was the maximum load. If you find a C**t Walker, be careful because it is most likely a fake. Have it checked by someone other than the seller’s brother-in-law.

By now all our 2A friends know that the Anti-Gun Politicians are indeed coming for your guns in the form of HB5855, the so called Protect Illinois Communities Act. Here at ISRA we call it the “Surrender to Criminals that don’t Follow the Law Act”. If you follow any 2A groups on social media I’m sure you are getting inundated with requests to file what are called witness slips opposing this legislation. The State of Illinois “graciously” allows its’ subjects to voice their opinion on pending legislation through the filing of online witness slips. But they don’t make this very easy.



Witness slips are a powerful way to let legislators know how residents of Illinois feel about a certain subject. The process unfortunately is daunting and time consuming. The issue is that for every committee hearing that HB5855 will be heard in, we must file a new witness slip. Presently, HB5855 is scheduled for a hearing in the House Judiciary Criminal Committee on December 12th. We have also been told to expect hearings on December 14th and December 19th. The bill will then be heard in committee come lame duck session in January. Add in the fact that we think the bill number will change come January, that’s a lot of witness slips. Daunting indeed.

Americans have more guns than anywhere else in the world, and gun sales in the U.S. continue to eclipse those in any other country. This is true both in terms of gun ownership by person and absolute sales. America, without question, is the gun sales and gun ownership capital of the world.

The FBI has tracked gun background checks since the 1990s, and it reports the results in its Fi****ms Background Check Database. Background check figures, often used as a proxy for gun sales, have risen in most years -- and they have risen much faster than the American population has.

Compared to the rest of the world, there are almost 400 million guns in the U.S -- 1.2 per person -- by far the most among all nations. By contrast, in Canada there are 0.34 guns per person. Gun violence levels in the U.S. are equally staggering. According to the Gun Violence Archive, there were 45,041 gun deaths last year. Slightly more than half of those were suicides.

In Illinois, an estimated 2,391,500 guns were sold from January through July 2022 based on FBI background check data. Adjusted for population, this is equal to about 188.1 firearm sales for every 1,000 people, the second highest gun sale rate among states.

Compared to the same seven-month period in 2021, gun sales have slowed in Illinois. An estimated 6,707,500 guns were sold in the state from January through July last year, 64.3% more than there have been this year.

Chicago was honored this week for its commitment to violence prevention programs. But an analyst notes that even with higher spending, violence continues to escalate.

The Community Justice Action Fund's inaugural City Violence Prevention Index ranked Chicago among the top cities in the nation for violence prevention programs.

The VPI scorecard assessed and ranked 50 U.S. cities with the highest incidents of gun violence in 2021 based on 35 criteria spanning three categories; intervention and risk factor reduction, addressing the root causes of violence, and local offices of violence prevention.

Mayor Lori Lightfoot said the city has worked to fight the violence she said stems from years of systemic racism.

"This violence is rooted in decades of systemic racism as well as a disinvestment in our communities," Lightfoot said. "To combat this, we have taken innovative steps to address both the immediate and long-term consequences of violent crime."

Wirepoints President Ted Dabrowski said the programs are not resulting in safer communities.

"The question is, what is the correlation between these programs and the amount of violence on the streets," Dabrowski told The Center Square. "The crime is bad, even if the spending on the programs is high."

About 26 areas in Chicago are in line for a share of $113 million in federal pass-through taxpayer funds for certain programs.

U.S. Rep. Robin Kelly, D-Matteson, was with Lightfoot and said the Community Justice Action Fund shows the city is taking the right steps.

"The gun violence we've seen in Chicago has been devastating, but Community Justice Action Fund's report shows that we are making some of the necessary changes to improve safety in our city for everyone," Kelly said.

Dabrowski said when you look at the statistics, the programs have not accomplished much.

"Today, those programs do not translate into reduced crime," Dabrowski said. "Right now, crime is up 37% when compared to last year."

Over the past two years, Chicago Police Department statistics show violent crimes have increased 27%.

The Community Justice Action Fund's recognition comes nearly a year after Lightfoot announced the city's Community Safety Coordination Center, a multi-agency coordination center to drive violence reduction.

A would-be carjacker got a lesson from the Second Amendment school a couple of nights ago in Chicago. The would-be carjacker, Jarmari Edwards, tried to take a vehicle at gunpoint. The 45-year-old owner of the car was a licensed Illinois Concealed Carry holder. The carjacker received a bullet in his chest for his trouble. Edwards is charged with two counts of aggravated vehicular carjacking, discharge of a firearm and aggravated battery/discharge of a firearm. Oh well, we all have a bad day now and then.

In Arizona, a convicted child molester crawled into a 12-year-old girl’s bedroom in the middle of the night. Shortly thereafter, he got to meet the girl’s mother and her shotgun. Another happy ending.

The Second Amendment Foundation et al has filed a brief in the Maryland so-called assault weapons case. The case is known a Bianchi v Frosh. The State of Maryland bans certain types of semiautomatic rifles. Once again, the New York State Rifle and Pistol Association v Bruen has come to bear on overreaching gun laws. The Supreme Court of the United States (SCOTUS) has remanded the case back to the Fourth United States Court of Appeals and has been told to revisit their ruling on the case. Originally, they upheld the Maryland ban. This case will have a great impact throughout the Union States and will send a message to state and local governments trying to infringe on citizens’ Second Amendment Rights. This case will have impact here in Illinois, particularly. The Justices in the Freaky Fourth are a lot like the Justices in the Nutty Ninth. I expect this case to be back before the Supreme Court of the United States.

The NYSR&PA v Bruen is also impacting a denial of a permit case in Hawaii known as Young v Hawaii. George Young who is otherwise qualified has been twice denied a Hawaii permit to carry by the local police chief. The local police chief cited Hawaii law which allows him to do that. Mr. Young sued. He lost in the District Court, so he appealed his case to the nutty Ninth Circuit Court of Appeals. A three-judge panel upheld Mr. Young’s position in Hawaii and for an en banc panel which ruled against Mr. Young. The Supreme Court of the United States granted a writ of certiorari and agreed to hear the case. Now that the Bruen case has been decided, the case was remanded back to the District Court for rehearing which means they ruled wrong. If they don’t change their ruling, the case will go back to the nutty ninth and on to the Supreme Court once again. Many view this as a delaying tactic of the Ninth Circuit. In any case, Bruen is definitely influencing these and other cases.

We are hearing the push for so-called “assault weapons“ bans in the Chicago suburbs. I imagine we will see a push for this in the Illinois General Assembly in a Special Session, most likely after Labor Day. Governor Pritzker was one of those politicians featured in a special report on WGN television out of Chicago. The Governor addressed why the bans have not passed. The Governor said, “There is the powerful Illinois State Rifle Association, a subset of the National Rifle Association, that’s had a lot of influence over the years.” The Governor went on to say “that they are in a position to overcome that obstacle (meaning the ISRA) and get an assault weapons ban in our state. I am certainly pushing for it.” We will have to see Governor.

The City of Naperville passed an ordinance Tuesday night, or I should say early Wednesday morning at 1:20am. The ordinance bans the sales of semiautomatic rifles or as they call them so-called “assault weapons.” This ordinance takes effect in six months. There were 442 signed opponents and 73 proponents but that didn’t matter to the City Council. The ordinance passed 8-1. This isn’t over yet.

Over the past several years, we have seen 27 attempts of banning so-called assault weapons. Of course, a couple of weeks ago, the Associated Press pointed out there really is no such thing as an assault weapon. It is a made-up term that is very misleading. In fact, the term was designed to be misleading, to influence and intimidate the naive and uninformed. The only people that would be affected by a so-called assault weapons ban would be the law-abiding citizens that use them for target shooting, hunting and self-defense. Criminals not only don’t care, they are also glad because it gives them an advantage over the law-abiding citizens. The anti-gun side ignores the fact that there are about 47,000 firearm laws in the books which are ignored or simply not enforced.

The liberals whine that the United States has a higher percentage of the population in prison than other developed countries. First, we are not “other” countries and our population is far different than other countries. A person has to work pretty hard to get a prison sentence in the United States, but we have a lot of people who are happy to try, it seems. The liberals complain that it is expensive to keep people in prison. Somehow this argument leaves the victims out and, in fact, ignores them. We are not able to ask the woman who has been r***d and butchered in her own home, or the carjacking victim who is lying beside the road bleeding out, or the nine-year-old kid who is dying from gang violence on Chicago’s southwest side. If I could, I would be willing to bet the victims would say the expense was worth it. Finally, we are told that they, the criminals, and the crazies, are better off living among us. What about us? No one seems to care that we are not better off.

The fact is that the law-abiding citizens in the United States have a right to defend themselves. The best way to do that is with a semiautomatic firearm. Somehow, these liberals think criminals will be nice and play by the rules. Only a fool or fools would believe that. Crimes happen in 3 to 5 seconds. No cop is going to come and save you. That is up to you. The cry is that it should not be this way. Well maybe not, but it has always been this way and it is not going to change. The best way to defend yourself is with an AR15 or similar firearm. Anyone who believes otherwise is living in lala land.

There are those who want to crush the Second Amendment and yes, the Illinois State Rifle Association has and will continue to stand in their way. There are 2.4 million law-abiding gun owners in Illinois who haven’t done anything to anyone, yet it is us who are the targets of anti-gun laws. To say that anti-gun laws are there to protect the innocent is not true. Anti-gun laws only make it easier for the criminals and for the government to control you and me.

We all know that Nancy Pelosi, with the help of two Republican Congressmen, one from New York and one from Pennsylvania, passed H. R. 1808, the assault weapons ban. The vote was 217 to 213. Had the two Republicans held, it would have been 215 to 215 and not gone anywhere. At the moment, H.R. 1808 is DOA in the United States Senate. What this points out is how important it is to vote in the November elections.

As you can imagine, I talk to about a zillion gun owners every year. I get tired of hearing “I didn’t vote because it doesn’t matter”. It does matter. A few years ago, Senator Bill Brady was running for governor. My wife worked at a restaurant at the time and the next morning there were eight people sitting at a table talking about the election. Six of the eight thought Bill Brady would win so they did not vote. The technical term for such behavior is “dumb”. Every gun owner needs to vote pro-gun in this election. If you know you might not be able to vote on Election Day, vote early or vote absentee. If you are driving to the polls and get in an accident, be sure to tell the ambulance driver to stop at your polling place before they take you to the emergency room. If you don’t vote, the only thing I will accept is a note from your undertaker. Kapeesh.

The Mayor of Houston, Texas, pushed a gun buyback program. We will not discuss how you buy back something you never owned. That is one of those unanswerable questions like: “Where does fire go when it goes out? The Houston Police Department paid $50 for each 3D printed gun turned in. One enterprising fellow made 32 plastic 3D guns at a cost of $3 each. He walked away with $3100. For some reason Houston will no longer pay for those dreadful 3D guns.

Nancy Pelosi is out globetrotting and some are worried about her being kidnapped. It is good to think about such scenarios should something happen to her. I believe I have the solution should she be held for ransom. We would, of course, pay the ransom with a couple of conditions. First, the deal must be done in 10 days. Second, we have to insist the ransom be paid over 10 years in 10 installments. As long as they keep her, we will continue to pay the ransom. The second they send her back, we stop the payments immediately. And as to why this must be done in 10 days: If they keep her any longer than that, they might get tired of putting up with her and send her back anyway. I should be in the State Department.

The New Orleans Police Department had the slowest average response time of any major city police departments. The old saying in the concealed carry world is “When seconds count, the police are only minutes away”. Not so with the New Orleans P.D. Their average response time is 2.5 hours. Rigor Mortis appears about 2 hours after death. I’m just saying.

On January 1, 2023, the SAFE-T Act will be the law in Illinois. While many tout the SAFE-T Act, I personally feel it is a really bad piece of legislation. What is the SAFE-T Act you ask? It is essentially a “No Cash Bail Law”. We are watching the results of similar laws in California and New York. I believe it will be disastrous for most law-abiding citizens. The SAFE-T Act will put dangerous criminals back on the street within hours of their arrest. You and I will be left to deal with them. The danger of criminals attacking you or your loved ones goes up dramatically, in my opinion.

Some of this is already happening in Cook County. The SAFE-T Act will make it happen all over Illinois. Murderers, robbers, ra**sts, drug dealers, car jackers, and drunk drivers will be released and coming to your neighborhood. As I understand the law, the only ones who will be in jail are those who are a threat to a specific person. For example: a drunk driver who caused a crash that killed an entire family will be let out because he did not intentionally target them; he can go out and do it again. Here are some more examples: Joe Doaks kills his wife, Jane Doaks. He will be released because he is no longer a threat to Janes Doaks because he was successful in murdering her. If he had tried to murder her but only disabled her, he could be kept in jail because she is still alive, and he is a threat to her.

A gangbanger randomly shoots a 10-year-old kid. He would be let out because it was random. He did not specifically target the kid. Even if he had, the kid is dead anyway, so the gangbanger is no longer a threat to the kid. The same goes for the random ra**st, robber or whatever. In my opinion, there is some screwy thinking in this bill. The bill should be reconsidered. You and I have just become fair game for criminals.

Even worse, here is some information you might find unsettling, to say the least. An organization known as Wirepoints, has gone through public records and found some startling information on the Chicago Police Department. In 2021, there we 788,000 High-Priority Level 1 calls to 911. A High-Priority Level 1 call means there is an imminent threat to life, bodily injury, or major property damage. In 2021, 406,829 of High-Priority Level 1 calls were not responded to because there were no police available to answer the call. If you break that down, that means every minute and 21 seconds a Level 1 call came in that was not answered. In 2021, there were 2000 calls involving someone who was actually shot that there were no police available to respond. Before I go any further, I am not blaming the Chicago Police officers for this lack of staffing. Adding to this chaos is the SAFE-T Act which begins January 1, 2023. Did I mention that Cook County has released over 100 murderers out of jail that are using electronic ankle bracelets? I know that it will be a comfort to you knowing they are wearing an ankle monitoring device. Go find a Concealed Carry Instructor and get your ICCL. If you have your ICCL, take an advanced class. Bring the members of your household and your friends up to speed on what is going on.

There are many gun owners who think the anti-gun crowd is just a bunch of misguided folks who really just don’t understand. That is not true. They are out to destroy private gun ownership and anyone who stands in their way. Here are a few recent Tweets that will emphasize how deep this fight for our freedom is going to get. This is a quote from Newtown Action Alliance’s Po Murray. “A gun rights activist from Newtown told me he needs an AR15 to defend himself against a tyrannical government. I told him the CIA has drones with missiles, Hellfire RX9 ‘knife bomb’/ flying Ginsue was used to kill al Qaida leader Ayman al-Zawahi”. Really now, Ms. Murray. You are advocating the use of military force against law-abiding American gun owners. Okay Ms. Murray, we now know where we stand.

Just to add to the fire, California Congressmen Eric Swalwell tweeted that those gun owners who would dare to oppose a tyrannical government’s attempt to seize lawfully owned fi****ms would face a short war because “the government has nukes too”. Nice.
Swalwell is the California Congressmen who has some sort of relationship with alleged Chinese spy Fang Fang, who also uses the name Christine Fang. Now you know what the radical left anti-gunners think of us and what they want to do to us.

A chill swept across the nation Monday evening when the FBI raided former President Donald Trump’s home in Florida. Of course, the Biden Administration knows nothing (shocker). Even worse, Trump’s attorneys were ordered to leave so there were no witnesses. Who knows what they found or what evidence they planted. Good people, we are in trouble.
