DAILY 2A BRIEF — SEPT 9 — 5 MICHIGAN STOPS CONFIRMED FOR NRA BUS 🔥
August was historic — 1,917,379 NICS checks (+10% YoY) & 185,744 NFA checks (+201.6%) — still the latest official numbers. Over 180K suppressors changed hands after first over-the-counter sale since 1934 went down Aug 13 at Silencer Shop, TX.
🏛️ FEDERAL:
Arkansas AG co-led letter urging Congress to repeal NFA provisions after federal court in Silencer Shop v. ATF held certain NFA provisions unconstitutional — exceed Congress's taxing power. Texas 4473-only injunction still driving market — 27 states now doing 4473-only, 15 still have their own NFA rules.
DOJ Rights Restoration Rule FINALIZED — moves from ATF to Office of Pardon Attorney. Formal process after 5 or 10 years depending on conviction.

AG: "The Second Amendment is not a second-class right." Federal disability only — doesn't override state law.
🏛️ MICHIGAN IN LANSING:
SB 853 / 854 — state license for EVERY gun store location + 24/7 video, vaults, inspections — still no floor vote. NRA-ILA: "OPPOSE — additional regulations and bureaucratic hurdles on top of FFL."
HB 6284 / 6285 — Reps. DeSana & Hoadley — would REPEAL MI ban on SBRs, SBSs & suppressors (MCL 750.224b) and update sentencing guidelines. Still in House Judiciary since Sept 1. This is what Michigan needs to clear the conflict for OTC cans.
⚖️ COURTS:
10th Circuit: "Second Amendment right to keep and bear arms encompasses lawful acquisition" — mandatory cooling-off periods lack historical support — struck down.
9th Circuit (2-1): CA open-carry ban in counties >200k = unconstitutional.
SCOTUS watch: Cases on Cook County, IL & CT assault weapon bans (AR-15) + petition arguing 2A requires carry-permit reciprocity — "same meaning in all parts of the United States."
