Well I finally got the lure to the test swim stage and it was a dud. I kept adding lead to get it to sink but when I got up to a total lure weight of 8.6 oz. and still the top 3/4 inch above water, I stopped adding lead weights This weight is well above what the average surfcaster cast. I took it to the pond for a test swim, pulled it thru the water and no side to side swimming action. I tried the walk the dog technique, still no side to side, it's just too heavy.
