Pennsylvania law requires unpaid youth sports coaches and volunteers with direct contact with children to obtain mandatory background clearances and provides specific liability protections.

Mandatory Background Clearances (Child Protective Services Law)
Under Pennsylvania law (23 Pa.C.S.A. §6344 and related acts), any volunteer with direct, routine contact with children in a sports program must obtain specific clearances prior to their first practice or game:
• Pennsylvania Child Abuse History Clearance: Free for volunteers once every 60 months (5 years).
• Pennsylvania State Police Criminal Background Check: Free for volunteers via the PA PATCH System and valid for 60 months.

• Renewal Cycle: All clearances must be renewed every 60 months (5 years). Organizations face misdemeanor penalties for intentionally allowing uncleared coaches to supervise children.

Liability Protections (Statute § 8332.1)
Pennsylvania law (42 Pa. Cons. Stat. § 8332.1) protects uncompensated volunteer sports coaches, managers, and referees from ordinary civil negligence:

• Standard of Care: Volunteers are not held to the same knowledgeable or capable standard of care as paid, professional coaches.

• Immunity Limits: A volunteer can still be held liable if their conduct falls substantially below the standards generally practiced by similar volunteers in like circumstances, or if they act with a reckless disregard of a recognized duty knowing it creates a substantial risk of actual harm.

• Scope of Duties: Protection only applies while the individual is acting strictly within the scope of their official volunteer responsibilities for the nonprofit organization.
