Wolf Creek Gun & Bow Association (WCGBA)

As we end this most unusual year, the Board of Directors of the Wolf Creek Gun and Bow Association hope you and your family are well and were not terribly impacted by the pandemic. We look forward to 2021 being more prosperous for all!

Although the pandemic definitely slowed down our efforts, the Directors and Committee Members remained active throughout the year. Several of you donated funds equaling $427 and an additional $200 was given to us by Jason Judd that was donated to him for previous efforts to start a club and range. We couldn't have made it this far without all of your help. The funds were used to purchase a PO Box (two years), pay State and Federal filing fees for incorporation, initial advertisements and room rental fees for meetings. We have been fortunate that CrossRoad Christian Fellowship allowed us to use a large room for meetings during the summer months where we could maintain social distancing. We gave the church a donation for using their facilities, but this still saved us money. Some Board members have paid some expenses out-of-pocket and we hope to reimburse those expenses at some point.

Here is a list of some of the accomplishments:

1. The Safety Committee (Greg Dykstra and Chair Bruce Anderson) submitted a draft of the Safety Manual. The manual will be finalized at a later time once all other priorities for club formation have been finalized.

2. The Association formally incorporated with the State of Colorado in August. A Notice of Intent to Operate Under Section 501(c)(4) non-profit organization was filed with the IRS. An application for this status still needs to be filed, but it will cost the organization an additional $600 to file the application.

3. We learned that the San Juan Water Conservancy District (SJWCD) and the Pagosa Area Water and Sanitation District (PAWSD) owns over 600 acres of property east of town that may become available for other uses (you may have seen news articles about this). A few Directors and Bob Kunemund (Chair of the Land Acquisition Committee) met with representatives of SJWCD and PAWSD, as well as the current lessee in August to tour the property. This would be a great location for a range if we could convince them of the benefits to the community! The property would not be available until 2023, but we will keep working on this.

In the meantime, the Land Acquisition Committee continues the search. We attempted to contact an owner of another property that looked promising to see if they would be interested in selling, leasing or donating, but received no response.

If you know of any properties (private or public) that would work as a range, please let us know so we can evaluate and follow-up. Finding land needs to be a community effort.

4. The By-Laws Committee (Gayle Dixon, Tara McElhinney, Russ Durrer and Chair Dan Mayer) finalized the By-Laws. The By-Laws were ratified by the interim Board of Directors in October.

5. A Mission Statement, as well as Goals and Objectives for 2021 were established. These will be announced soon.

6. We now have a great-looking logo and acquired a domain name for a website! The logo was created and donated by Daniel Rocca of CreatiVerve and he now has our website under construction. This will also be announced soon!

7. The Membership Committee (Greg Dykstra and Chair Jason Judd) have finalized membership requirements and created an application form. The Board determined that the initial membership dues will be $20 annually. We hope that you will support our efforts by becoming a member once it is announced. We can't do it without your continued support. Although we do not foresee that we will have a range this next year, we hope that 2021 will allow us to put on events and training to benefit our members. We plan to offer incentives for those of you who join now and continue to support our efforts until land is found for a range.

We could still use your help. If you are able to serve on a committee, please contact us. Also, please pass this information along to anyone you know who may be interested in our efforts and have them contact us to be added to the list.

Millions of law abiding citizens are about to be criminalized by the ATF. Under the prejudice that if you own one of these fi****ms, then you must be a criminal, as stated very clearly written in fine print under this dockets supplementary information/background.

The Bureau of Alcohol, To***co, Fi****ms, and Explosives (“ATF”) is publishing the objective factors it considers when evaluating fi****ms with an attached stabilizing brace to determine whether they are considered fi****ms under the National Fi****ms Act (“NFA”) and/or the Gun Control Act (“GCA”). ATF publishes this notice to inform and invite comment from the industry and public on the proposed guidance, Objective Factors for Classifying Weapons with “Stabilizing Braces,” prior to issuing a final document. Upon issuance of final guidance, ATF will provide additional information to aid persons and companies in complying with Federal laws and regulations. This notice also outlines ATF's enforcement priorities regarding persons who, prior to publication of this notice, made or acquired, in good faith, fi****ms equipped with a stabilized brace. Finally, this notice previews ATF's and the Department of Justice's plan to subsequently implement a separate process for current possessors of stabilizer-equipped fi****ms to choose to register such fi****ms in compliance with the NFA, including an expedited application process and the retroactive exemption of such fi****ms from the collection of NFA taxes.

26 August 2020. I must apologize, I thought I hit send and I guess this never posted.

Hi All,

The Articles of Incorporation for the Pagosa Archery and Shooting Sports Club were filed with the CO Secretary of State today so we are now official! We thank those of you who volunteered to work on committees and/or supported this effort with donations to cover the expenses to get us this far.

Among other tasks, we are continuing to look for property for a range. We followed up on a couple of prospective properties, but nothing yet. We currently have another prospect that we are pursuing so keep your fingers crossed. In the meantime, if you know of anyone who might consider donating or selling some property for a range, please let us know so we can follow up. We need your help to succeed! We do not have funds to purchase property immediately, but grant funds may be available if we have at least one prospect.

Soon, we will prepare membership information and send it out to you. We hope to have your continued support through membership to make this a success!

I am sending this follow-up e-mail as I have had a few people confused if we were the same organization as the Pagosa Shooting Sports. These are not the same.

The Pagosa Archery and Shooting Sports Club originated from the open house meeting we held at the middle school gym last October, with a follow-up meeting at the PLPOA office. We formed 7 committees at the second meeting. Since then, the By-Laws Committee did an excellent job creating a draft of our By-Laws and we have been continually searching for parcels of land to develop an outdoor range. A Survey Monkey was sent for all of you to vote on our new club name. Last week, I filed the Articles of Incorporation as a non-profit organization.

Jason Judd and his partner own Pagosa Shooting Sports. He has expressed interest in our organizations merging efforts to open an indoor range (not actually true, I was just giving them a heads up on what we were planning). At this point, our interim board has decided that an indoor range is beyond our scope and we only want to focus on activities for our members along with locating property for an outdoor range to meet the needs of as many shooting disciplines as possible. Once our members are established and we hold elections for our new Board of Directors, this could be readdressed.

We hope to maintain your support in developing this club. If you have additional questions or concerns, please do not hesitate to contact me or another member of the interim Board.

Hi All,

The interim Officers/Directors held a meeting on 9/8/20. During the meeting, a motion was made that we change the name of our newly-formed club to avoid any further confusion with other local clubs/businesses. After some discussion, the interim Officers/Directors voted unanimously to change the name.

We returned to the list of top names submitted and voted on by you to determine what we felt was most individualized and appropriate for the mission of our organization. Although slightly modified, the name selected is now:
