In July 2026, the Virginia Beach Police Department's Human Trafficking Squad worked alongside HSI, Virginia State Police, and the Norfolk Police Department to recover a missing 16-year-old from a hotel in Norfolk in connection with an active trafficking investigation. Regent University's Center for Global Justice documents Hampton Roads as a confirmed trafficking hotspot, citing the deepest port on the East Coast, active tourism infrastructure, and the I-95 corridor — which runs directly through the region connecting Norfolk to every major city on the Eastern Seaboard from Miami to New York. FBI Norfolk has publicly designated child exploitation as a top investigative priority. This is not a low-risk area. A 16-year-old who requires medication and has no confirmed location or direction of travel is in a documented high-activity zone for predator recruitment.
