Well, it depends. A systematic review from Medicine and Science in Sports and Exercise examined the effects of stretching on muscle performance and found evidence that short-duration static stretching (30-45 seconds) has no detrimental effect on strength, power, or speed tasks.

Conversely, significant decrease of performance was likely to occur with static stretching longer than 60 seconds.

These findings suggest that based on a dose-response effect between stretching and performance, short-duration stretches typical of a pre-exercise routine are unlikely to compromise performance.
