LEAPING vs. REPLANTING — In this recent Amanda Scarborough’s video post (January 2026), she says 2026 NCAA women’s college umpires are ruling it this way: if a pitcher’s drag foot lands cleats-down after lifting off, it’s a replant—and that’s an ILLEGAL pitch.

This should honestly be the call everywhere!

Why do they keep changing pitching rules? A few years ago, it was simple: no weight on the non-pivot foot (back/drag foot cleats down).

In my opinion, they need to stop modifying women’s and girls’ fastpitch rules toward men’s rules.

These aren’t men, and former men’s pitchers shouldn’t be altering girls’ and women’s fastpitch rules - PERIOD.

Also, it’s 2026… WHY are rule books still text-only?

We need video clips and clear digital images to show legal versus illegal.

Umpires, coaches, instructors, parents, and players deserve exact clarity on every rule. Videos and photos would make it obvious.

Everyone wants consistency and transparency, especially with the strike zone.

Let’s demand digital rule books with visuals.

Boys “pretending” to be girls should have NEVER been able to play girls’ sports and/or enter girls' bathrooms or locker rooms!!! Also, any school that won any sports tournament with a trans boy must follow the Title 9 Federal order… which includes forfeiting any championship(s) and awards.

Trump admin finds Minnesota violated Title IX by letting males in girls' sports, citing trans softball pitcher

Department of Education gives the state 10 days to comply or face Justice Department referral.

FIRST ON FOX: The U.S. Department of Education and Department of Health and Human Services have determined that Minnesota education agencies have violated Title IX by allowing biological male trans athletes to compete in girls' sports, Fox News Digital has learned.

President Donald Trump's administration found the Minnesota Department of Education (MDE) and the Minnesota State High School League (MSHSL) in violation of Title IX after two months-long investigation into state policies and a transgender pitcher leading a girls' high school softball team to a state championship.

A Department of Education (ED) press release obtained by Fox News Digital cites the pitcher's performance in the 2025 season for the recent crackdown, stating "the male pitcher overpowered female athletes during five consecutive matches, only giving up one earned run over the course of 35 innings and striking out 27 female batters."

The release also cited instances of trans athletes competing in girls’ Alpine skiing, girls’ Nordic skiing, girls’ lacrosse, girls’ track and field team and girls’ volleyball.

"For too many years, Minnesota’s political leadership has found itself on the wrong side of justice, common sense, and the American people. Now the Minnesota Department of Education and the Minnesota State High School League find themselves on the wrong side of Title IX by allowing males to compete in women’s sports," said DOE Acting Assistant Secretary for Civil Rights Craig Trainor.

"The Trump Administration will not allow Minnesota or any other state to sacrifice the safety, fair treatment, and dignity of its female students to appease the false idols of radical gender ideology. Once an education program or entity takes federal funds, Title IX compliance becomes mandatory. And the federal government will hold Minnesota accountable until it recognizes that fact."

The DOE and DHHS have now given the state and its education agencies a 10-day deadline to amend its policies to comply with Title IX and President Donald Trump's "Keeping Men Out of Women's Sports" executive order.

The conditions for that agreement are:

MDE and MSHSL must rescind or revise any guidance permitting males to compete in girls’ sports to comply with Title IX and to reflect that to the extent State law conflicts with Title IX, federal law preempts State law;
MDE will issue a statewide notice to all federally funded entities operating interscholastic athletic programs mandating their strict compliance with Title IX by separating athletics and intimate facilities based on s*x;
The notice will require these entities to adopt biology-based definitions of "male" and "female" and remind them that non-compliance with Title IX places their federal funding in jeopardy;
MDE and MSHSL will submit updated Title IX training, procedure, and process materials for ED’s OCR and HHS’ OCR to review and approve, and will conduct the approved training to MDE and MSHSL personnel;
MDE will restore to female athletes all records and titles misappropriated by male athletes competing in female categories, and send each female a letter of apology on behalf of the State of Minnesota for allowing her educational experience to be marred by s*x discrimination. MDE will demand in writing that MSHSL take parallel action; and
MDE will require each school and MSHSL to submit to MDE an annual certification that they have complied with Title IX.
If these conditions are not met, the state agencies will be referred to the Department of Justice. The DOJ has already filed lawsuits against Maine's education agencies and California's over the same issue of trans athletes in girls' sports.

Minnesota Attorney General Keith Ellison has already filed his own lawsuit against Trump and the DOJ for trying to enforce its policies to protect girls' sports in Minnesota. Ellison has bragged about "suing them first" regarding the issue.

Meanwhile, the situation involving the softball player has already prompted another lawsuit by three teenage girls who have had to compete against the trans pitcher.A federal judge dismissed the lawsuit earlier this month.

The lawsuit was filed by three anonymous female athletes against Ellison, Minnesota State High School League Executive Director Erich Martens, Minnesota Department of Human Rights Commissioner Rebecca Lucero and Minnesota Commissioner of Education Willie Jett.

One of the anonymous plaintiffs told Fox News Digital the dismissal is "upsetting" and "frustrating."

"This is so upsetting. I honestly don’t think it’s fair that this is still going on. I really hoped the court would order it to stop immediately, and now it just feels super frustrating, not only for those affected now but for all the girls it could affect," she said.

The transgender athlete, Marissa Rothenberger of Champlin Park High School, led the school to a state championship this past year while dominating female opponents.

Rothenberger threw a complete-game shutout, allowing just three hits and striking out six in the championship game, capping off a run that saw Rothenberger pitch all 21 innings across three state tournament games, giving up just two runs. The junior allowed just two runs across 35 total innings in the postseason.

One of the plaintiffs previously told Fox News Digital about what it was like playing against Rothenberger.

"Hitting against him is not only a physical challenge but a mental, too. It’s a mental battle knowing that he has an advantage in the sport that I grew up playing, making it hard to even want to hit against him," the player said.

"His ability to get outs and spin the ball is a strong advantage, but, like I said, it’s also incredibly mentally challenging knowing that you’re competing against someone who has unfair advantages leaving you with little to no confidence.

"This issue has affected me in ways that I never imagined. It’s simply unfair, and I hate that nothing is happening to change that. Boys should not be able to take girls' spots on teams just because they are capable of doing so. I hope that more girls affected by this issue will stand up against this."

Now, the federal government is stepping up to take action.

Veteran Pitching Coach: Minnesota State Champions In Softball 'Going To Be Known As Cheaters'
Kent Reed once gave four (4) pitching lessons to Marissa Rothenberger.
Last week, as Minnesota crowned its state champion in high school girls' softball, there was a massive elephant in the room. And as is the case with such elephants, everyone was afraid to talk about it.

Well, almost everyone.

Marissa Rothenberger, a trans-identifying male athlete who was born Charlie Dean, pitched Champlin Park High School to a Class AAAA state championship on Friday. Rothenberger threw three complete games over the course of the tournament, allowing just two runs over 21 innings and garnering All-Tournament team honors.

Under current Minnesota State High School League (MSHSL) policy, athletes are allowed to compete based on gender identity, regardless of biological s*x.

But while Champlin Park celebrated its title, others were left wondering what the result says about the direction of the sport and what that means for the girls who play it.

One of those people is Kent Reed, a Minnesota-based pitching coach with 17 years of experience. Reed has trained some of the top softball pitchers in the state — many of whom have gone on to play Division I ball. In 2022, he gave Rothenberger a few lessons.

At first, he thought Marissa was "just an awkward kid." He was not made aware the pitcher was male.

But now that Marissa has grown to 6 feet tall and is throwing consistent shutouts, the difference is obvious.

"When you have the levers, and you're really tall, you can throw pretty hard," Reed told OutKick during the Minnesota state tournament. "Boys overall have a lot different muscle structure — more fast-twitch muscles — and there are some girls that have that, but in no way is that the same.

"They're always going to be stronger, faster. Bone structure and such. They will dominate."

Reed said Rothenberger isn't even close to peak potential yet.
"Mechanically, it’s not there. Not yet. There could be a lot of improvements, which would make it more devastating.

If somebody like that was throwing 65, 70…" he trailed off. "Right now he's throwing around 60, and I think others have confirmed that, too. But yeah, as we’ve seen on the news from other sports, they just dominate. That’s unfortunate."

The System Allows For Males In Girls' Sports & Punishes Those Who Speak Out
Reed isn't the only one who sees it. During my time covering the tournament in Minnesota, numerous parents and even club coaches expressed deep concern about trans-identifying males competing in girls' softball. But every single one declined to go on record.

Some feared backlash against their daughters. Others worried about losing tournament eligibility or seeing their club programs sanctioned. One dad asked who I was with. When I said OutKick, he waved me off and told me to "go talk to the other side."

"Everybody’s got to be PC," Reed said. "People are scared. If you have a business, your business could suffer. I do have one, but I don't care what people think, because somebody's got to stand up for these kids."
Reed believes the (MSHSL), along with state leaders and school officials, are actively silencing dissent.

"The state, and the governing body — the Minnesota High School State League — and the school and the coaches, they’re all at fault," he said. "Everybody’s holding back because of them."

Reed shared the story of one of his students who lost her varsity spot to Rothenberger.

"She was supposed to share some varsity time. And of course, that didn’t pan out," he said. "She talked to the coach, talked to the [athletic director], and nothing came of it. She was a senior, didn't want to play JV another year and just left the team. "Mentally, it was really hard on her. I felt bad."

Reed said he’s also heard from parents connected to Rothenberger's club team who stepped away quietly once they found out what was going on.

I spoke to an athlete, whom we'll refer to as M.S. by her legal filing, who quit the club team. M.S. is now part of a federal lawsuit filed against the state of Minnesota for Title IX violations.

"I was pushing myself all season to do my best, and once I found out, I was like, all that work was for nothing," she told me. "If there’s a boy on this team, I'm not going to be playing."

Reed believes the issue has gone far beyond just fairness on the field.
"They should play with the boys. They should not be playing with the girls, and in the locker room and bathrooms — that's a completely different situation," he said. "I couldn't believe anybody would even think about supporting having their daughter go into a bathroom with a man pretending to be a woman.
"Bottom line: it should not exist, period."

Reed also floated the idea of creating a separate, coed division open to boys, girls and student-athletes who identify as trans.

"That would be fine," he said. "But otherwise, stay out of the sport."
