The U.S. Army Corps of Engineers, Little Rock District is receiving an additional $4.1 million in the Fiscal Year 2023 Work Plan that will be used for the district’s civil works program.

The proposed funding will improve the reliability and resilience of the district’s multi-purpose reservoirs, inland waterway navigation system and flood control projects.

The additional funds include $3.3 million in operation and maintenance funds to provide reliable navigation via the McClellan-Kerr Arkansas River Navigation System.

Norfork Dam in north Arkansas is receiving $800,000 for operation and maintenance funds.

The Little Rock District manages $6.5 billion in public infrastructure across 750,000 acres of public land and water.

The district is responsible for more than 300 miles of navigable waterways, 13 navigation locks and dams, seven hydroelectric power plants, 146 public parks and 12 multi-purpose reservoirs which have prevented more than $5.1 billion in flood damages.

The district’s additional missions include emergency response and regulatory responsibilities in Arkansas and southern Missouri.

At 11 a.m. today, we will be increasing spillway releases from Norfork Dam to pass recent heavy rainfall. The spillway release combined with hydropower will be around 8,100 cubic feet per second.

I checked out another major creek this morning. One that I have not been to since last fall. I started fishing where the mud line met the clearer water. There was a little bait and quite a few fish of all species scattered at all depths. I was in 60 feet of water and the fish were 10 to 45 feet down. I caught some nice crappie and the photo shows the difference between a 15 inch and a 12.5 inch crappie. I also got to land a walleye. I am wondering if this means that at least part of the walleye have spawned and they are now starting their post spawn feed? Included in the mix of fish I caught were a handful of big whites. The whites I have caught and cleaned lately are all still full of eggs and no males have been part of the catch. I believe the males head back to their spawning areas first, then the females follow. There were small schools of bigger fish, I am assuming stripers, coming though 30 to 45 feet down. I had my bait right on them and they just kept swimming. The stripers in this area were not in the mood to feed when I was fishing. The surface water temp was around 52 degrees. The lake continues to slowly rise and sits at 557.75.

The rains have raised us a little more than 2’ with predictions of another 2’ before cresting on the 15th. Not as bad as the 10’ rise just 2 hours South on Greers Ferry Lake. Shout out to the Marina workers down there keeping up with the rise!

Boy was it foggy this morning. Cool wet fog, with zero wind made it very hard to get anywhere to fish. Moving very slowly, I made it to a nearby flat and found some fish feeding, but they were moving very quickly. Trying to locate the fish in the dense fog was a challenge, but I did manage to catch quite a few hybrids and striped bass. The striped bass were all shorts and most of the hybrids were in the 3 - 4 pound class. The hybrid in the photo was the biggest caught this morning along with a nice walleye. I really wanted to move around and check out some new areas since I think the fish are still on the move. Next time. The fog burnt off around 10:30AM, just in time for me to head back to the resort. The surface water temp remains around 66 degrees and the water depth is 552.86. The depth is holding fairly constant. I know people don't really want cooler weather, but a few more degree drop in the lake temp sure would help get the fish really active.
