In 12u and 14u, a dropped third strike with 2 outs, a batter can try to advance to first whether first base is occupied or not.

Friday morning tip: the infield fly rule is in effect for 12 and Under and 14 and Under.
For the rule to be in effect, runners have to be on first and second or first, second, and third with less than 2 outs. The rule is announced by the home plate umpire.
The infielder must have ordinary effort to catch the ball and this is determined by umpires judgement.

Some wednesday knowledge for you:

A foul tip into the catchers mit is a live ball and should only be signaled as a foul tip strike. No foul ball should be called due to it being a live ball.
