🧾 What Changed With the New Law?

All electric bicycles (e-bikes) in New Jersey are now treated as motorized vehicles, not just bicycles — even ones that look and feel like traditional pedal-assist bikes.

That means new legal requirements before you can ride one on public roads:

👤 1. You Must Be Licensed to Ride

Ages 17 and older: You must have a valid New Jersey driver’s license to operate an e-bike.

Ages 15–16: You can get a motorized bicycle license from the New Jersey Motor Vehicle Commission (MVC).

Under 15: You are not allowed to operate an e-bike under the new law.

📜 2. E-Bike Registration Is Required

Every e-bike must be registered with the NJ MVC before it can be ridden on public roads.

First year of registration may be waived (free) for many e-bike owners.

Registration helps law enforcement track ownership and compliance.

💼 3. Insurance Is Mandatory

You’ll need liability insurance for your e-bike — similar to what’s required for other motorized vehicles.

There’s a grace period of up to six months to obtain insurance after the law takes effect.

🆕 4. E-Bike Class System Changed

Instead of the common three-class system used in many states (Class 1, 2, + 3), New Jersey now defines e-bikes simply as motorized vehicles with specific top speeds, and all are covered by the new licensing and registration rules.

Other reporting suggests the law draws distinctions like:

Low-speed electric bike (up to 20 mph),

Motorized bike (up to 28 mph),

Electric motorized bicycle (over 28 mph) — with different insurance and age requirements.

⚖️ 5. Broader Legal Impacts

Motorists must exercise caution around e-bikes — giving space and slowing when passing them.

The law was passed in response to increasing e-bike use and a rise in serious accidents statewide.

It removes the lighter regulatory framework that allowed many pedal-assist e-bikes to be ridden without a license or registration.

📝 Why This Matters

✅ Supporters of the law say it aims to increase safety, especially after fatal crashes involving e-bikes.

❗ Critics and bike advocates argue:

The rules are one of the toughest in the U.S., even for basic commuter e-bikes.

Licensing, insurance, and registration may create barriers for regular riders and small businesses.

🗓️ Compliance Timeline

The law took effect January 19, 2026.

Riders generally have up to 6 months to get licensed, insured, and registered, but check the MVC for exact deadlines and guidance.

🛑 Quick Summary
