Board Members fine their neighbors a record amount in 2025. Have you gotten yours?

Each year since 2020 the Board Members have fined their neighbors an ever-increasing amount that increases each year at an alarming rate. As of September 2025, the Board has surpassed the 2024 fine total of $53,635 by fining Homeowners a total of $59,125. Which sets the HOA on pace for issuing a total of $78,833 in fines if the rate of violations remains the same through the end of the year.

Each month the Board Members issue between 450-550 violation notices. That means that if the violations are issued 1 per home that would mean that 1 in 3 Owners are getting a violation notice each month.

Nothing says neighborly love like a monthly violation notice in the mailbox.

Did you receive your ballot in the mail yet?

Some people received their ballots over a week ago, I received mine the middle of last week. But some Homeowners have expressed to me as late as this morning that they still have not received their ballot yet.

I would love to hear what other Homeowners' experiences have been this election season. And any recommendations they may have to improve the election process going forward.

If the General Operating Cash Balance continues to rise, why is the Board once again increasing our dues?

The HOA’s goal is to maintain approximately 3 months of operating cash in the General Operating Bank Account, or about $400,000 ($132,808 × 3). However, as of the end of September 2025, the General Operating Bank Account held $686,254 — the equivalent of 5.2 months of reserves – more than $286,000 over that 3-month goal.

As shown in the accompanying chart, the cash balance has been steadily increasing for the past 9 quarters, beginning in Q3 of 2023. Since that time, the General Operating Cash Balance has more than DOUBLED.

What is driving this rapid accumulation of cash?

The answer is straightforward: since 2023, the HOA has been collecting $100,000’s annually from Homeowners for golf course litigation expenses. Yet despite securing both a judgment & arbitration award against the Golf Course Owner, our Board Members have declined to actively pursue or engage in this litigation.

They have actually done the opposite & announced that they have dropped all future litigation against the Golf Course Owner. Leaving Homeowners asking the question, "what's the point?"

Homeowners have a reasonable expectation that if the Board collects significant funds each year for litigation, those funds will be used for that purpose. If the Board has no intention of doing so, then that budget line item should be removed, & Homeowners’ dues should be reduced accordingly.

It's 48 hours before the Annual Meeting & several Homeowners are still reporting that their ballots have not arrived. While FSR has attempted to provide an accommodation by allowing ballots to be turned in at the Palms Guardhouse, that option is only effective if Homeowners actually receive their ballots in the mail.

If you are among those who have not yet received a ballot, you will need to visit the FSR Aliante Office to obtain a replacement:

Given that the HOA invests more than $270,000 annually in payroll for 2 full‑time managers & 1 assistant, issues of this nature should not be occurring.

The HOA is claiming poverty despite there collectively being over $7.62MM in the bank.

Despite this amount already collected & accounted for the Board intends to increase all Homeowners’ dues in 2026 with Windermere Owners being hit with a 2nd dues increase pushing their monthly dues payment to within $1 of Palms Homeowners.

For context, this $7.62 million balance is more than $1 million greater than the total bank balance held by the Sky Canyon Master Plan—an association nearly 3xs the size of Silverstone Ranch, with approximately 4,500 contributing households.

It’s 8 Days Until Election Day — and Many Homeowners Still Haven’t Received Their Ballots. Now What?

The 2026 Board Member Election is scheduled for 4:00 p.m. on November 6th at the Aliante FSR Office. Ballots were required to be mailed no later than 15 days prior to the election. Yet with only 8 days remaining, a significant number of Homeowners are reporting that they have not received their ballots.

For those planning to return their ballot by mail, the timeline is especially concerning. If it has already taken up to 8 days for ballots to arrive from FSR to Homeowners, it is reasonable to assume that mailing completed ballots back could take just as long — potentially jeopardizing whether they are received & counted on time.

Recommended Action:
If you receive your ballot this week, consider hand-delivering it directly to the FSR Office to ensure it is received by the deadline:

Ironically, the very Homeowners who dismiss the golf course issue—claiming it doesn’t concern them because their properties don’t border it—are often the same ones voicing frustration about motorbikes racing up & down our neighborhood streets.

And where do you suppose those motorbikes are headed? Here’s a hint: toward the metal motocross ramp now standing on the former Desert Course property, right where a golf course was once promised.

If Homeowners are truly satisfied with the condition of the golf course property behind their residences, why are so many installing corrugated steel fencing & tarps to block the view?

Over the past several years, the Board has invested more than $1MM in legal fees pursuing arbitration. That process resulted in a judgment affirming, in part, that the Golf Course Agreement is fully enforceable against the Golf Course Owner.

It stands to reason that if Homeowners genuinely considered the view of a destroyed golf course behind their homes to be an asset, they would not be taking steps to obstruct it.

Again, if having a view of a burnt-out golf course behind homes is such a perk, why are Homeowners paying to fence it out?

I am concerned that there may be a direct correlation between raising monthly dues to levels that are difficult for many Homeowners to afford & the resulting increase in late fees. This issue is particularly significant for residents of Windermere, where a large portion of Homeowners are retirees living on fixed incomes.

Prior to the dues increases going into effect for 2022 & 2023, several Homeowners voiced this very concern when the Board presented the proposed increases in dues at the Budget Meetings. Their feedback highlighted the financial strain these changes could create.

Additionally, the Las Vegas Review-Journal has reported multiple times in recent months that Las Vegas currently ranks #3 in the nation with foreclosures & the rate of defaults is up approximately 32%. These defaults extend beyond mortgages & include HOA liens, which represent a substantial share of the total.

With the recent announcement of dues increasing for all Homeowners & with Windermere residents facing an additional increase specific to their neighborhood—it is important to consider the likely outcome. By 2026, how many Homeowners will be unable to pay their dues on time, & what impact will this have on the community as a whole?
