Best way to hit biceps? Probably. If performed correctly. Imo, a standard bicep curl is one of the simplest exercises - you just need a dumbbell. But how you cue the curl, primarily in the lowered position, is the most important part of getting the most out of your bicep curl.
Roll the shoulder back, hold it in place, and get a deep stretch on the arm. While keeping the shoulder back, bring the elbow in front of the body - this creates a stable base for the exercise by engaging the muscles of the shoulder. This is starting position.
From there, stablize through the mid back, keeping the shoulder rolled back and down, and doing your best not to let the elbow move forward or backwards. This is full isolation of the bicep, and gives incredible work through the lengthened portion.
Do not curl too high. Up to 60 degrees from parallel is fine - any higher and the elbow will start to creep.
