If the players had the option, they'd be on that field for more hours of the day than not. You want to improve "pace-of-game play?" Then at-least call it by it's actual name if you're going to do so: adhering to television scheduling requirements/standards as to not disgruntle DVR and TiVo users.
Additionally, those who will argue that the pitchers not throwing four balls will prevent-injury? It's called baseball, not safeball.
