The Tennessee Legislature will be voting on SB1782-HB1712 on Monday 3/2/26. This bill would allow local governments or state agencies to regulate or prohibit class 1 or class 2 electric bicycles on any street or highway where bicycles are allowed if they determine it is ”necessary for public safety”. It bans class 3 e-bikes from streets, highways, paths and trails unless the local government
allows their operation. It increases the age by prohibiting the use of a class 3 bike from under 14 to under 16 years of age. The problem this attempts to address is not caused by legal low speed e-bikes but out of class electric motorcycles capable of speeds far greater than e-bikes. This bill does not include those motorcycles because those machines do not come under the three class e-bike law. (TCA 55-8-301 et seq.) E-bikes are just bicycles.
