Due to business/career reasons I am unable to commit to the school board as I should for our community. So I have elected not to run but my wife Emily Hinman will run. She is an amazing woman that will do what’s right for our children. She authored the mask optional open letter that received over 300 signatures. I also took raw data from the Maine CDC and distilled it down to give an eye opening conclusion. COVID is more prevalent but putting less of a percentage of people infected in the hospital and there are less fatality's.

This is a time to deescalate the pandemic, not escalate. There are other options out there. The Town Council if they are worried could purchase N95's and run a fit clinic for any Falmouth resident. Lets protect those at risk. Lets not create another mandate!

Here is the letter that I sent to the school board chair in regards to the 8/16/21 meeting

Dear Whitney,

It was great to see everyone Monday night back in person as we get ready to kick off another school year. The energy by the administration and the Board was awesome as we look forward to getting our kids back in school – where they will be best served by the teachers and the staff.

As I reflect on a few topics from Monday night, I wanted to circle back regarding some lingering questions and concerns. As I think about the discussion and approval of the remote meeting policy, BED, I am struck by two things. First, I appreciate that the board followed BEDD (conduct of board meetings of procedural rules) in regards to the “suspension of procedural rules” to pass the policy BED (remote participation in school board meetings) in one night. I will admit that I was surprised that all 5 members present unanimously agreed to bypass the usual process without any questions or comments. I am curious as to the urgency of getting this particular policy approved in one meeting and not letting it carry over to the second month for the second reading. I am concerned about the precedent this sets for us as we think about future policies. Are we setting the stage for people expecting that the board will always bypass the traditional steps? Additionally, there was so little comment or conversation about the urgent need to get this approved Monday night, it gives the appearance that the members were expecting this action. These conversations are supposed to occur in the public. It also did not follow the tone/tempo set by the administration about COVID. As we consider what we learned last year, didn’t we hear that the public is craving information and transparency? I would ask that when there is a deviation from procedural rules there is more of a reasoning as to the need versus to suspend it out of convenience to the board.

The other thing that has me concerned is the policy itself – if I understand the policy correctly there will only be a remote meeting when a Board member requests it. Why wouldn’t we want a policy in which we always have a remote option? Again, in the interest of information, transparency and inclusion, wouldn’t we want an option that includes as many people as possible. What about the family with childcare challenges or a single parent or a parent who happens to be traveling on the night of a meeting or a person who is ill/in quarantine? One silver lining of COVID is everything we have learned about our ability to leverage technology. It sounds like the funds and interest are available to set up a space that would accommodate remote meetings for school board use as well as many other functions. I would ask the board to propose an amendment to the BED policy that calls for there to always be a remote option for a Board Member and the public alike.

For those of you that were unable to attend the Monday (8/16/21) school board meeting. Please see the below link to the agenda and recording for the meeting.

Here are some of the highlights of the meeting. There was a very positive vibe amongst the administration to get kids back into the classroom. The Health and Safety Protocol was reviewed. It left people with a lot of questions some of which could not be answered due to lack of guidance from the DOE and School Commissioner. There will be 5 days of school. Masks will be required with exception of when the kids are eating and outside. There will be the ability to participate in pool testing for COVID. By participating in the pool testing, it appears there will be less likelihood of quarantining when there is a close contact. The school will be sending out more information soon.

The school district has received an additional $1.6 million of federal dollars from the State. $1 million will go to defer property taxes and the other $600 thousand will go to their reserves. See the report from the Director of Finance and Operations for more information.

The board passed a new policy for remote school board meetings upon request of a board member. The 1st oddity is that the board voted unanimously to suspend normal procedures to vote through the policy in one night. The process is normally to have a 1st reading with public comment and then at the next meeting to have a second reading with public comment. The odd part, there was no discussion as to the sense of urgency to pass this policy versus waiting until the September 20th board meeting. My concern would be that the process was short circuited for no apparent reason. Which does not allow the public to have further input to the policy. The 2nd part, why wouldn't we want all meeting to have a remote component in order to promote public involvement? Why only when it is a necessity of a board member? I have sent a letter to the chair of the board. I will post the letter subsequently so you can see it. I would encourage others to write the chair to amend the policy to allow for all meetings to have a remote component for public participation.

It was good to see some people this morning at the polls. I had to go to work but will be back between 11:30 and 12:30 then 5 to close of polls. The town clerk is predicting only 1,200 voters between absentee ballots and in person voting. Every vote counts!
