Handicaps will be used in this order NO exceptions:
1) Active APA handicap
if no APA then
2) Prior/Inactive APA handicap, will never play lower than that
3) Fargo rating w/200+ robustness
570 + = APA 7
490 - 569 = APA 6
410 - 489 = APA 5
351 - 409 = APA 4
291 - 350 = APA 3
