Poor is most often negatively influenced by those promoted by their tenure and (metrics), BUT who are still the most and destructive forces to their people.

Look for the areas of high , absences, and low-morale/high-anxiety to find the leaders with negative behaviors and internal beliefs. - it’s not in a survey!
