Last week at the 2026 National Association of Regional Councils (NARC) Conference, the Lincoln Institute's Amy Cotter and Daniela Faria led a plenary session on climate mobility, highlighting how exploratory scenario planning (XSP) can help regions prepare for climate-driven population shifts. They also facilitated a hands-on XSP workshop, engaging regional leaders to explore how to navigate uncertainty and plan for resilient futures.
