Boone Town Council Meeting Update:
During the recent Boone Town Council meeting, the majority shareholders of the Boone Golf Club property presented their proposal to redevelop the site into a resort-style golf community. The property is currently zoned Residential/Agricultural, allowing for a maximum of two units per acre. In order to pursue their proposed multi-unit development, the shareholders will be required to submit a rezoning application.
Council members posed several key questions regarding the proposal:
Affordable Housing: When asked what percentage of units would be designated as affordable housing, the shareholders responded that they were uncertain but estimated approximately 15–20%.
Rental Restrictions: The Council reminded the shareholders that the area currently permits long-term rentals only. Even if the property were rezoned, short-term rentals would not be allowed under existing regulations.
Public Access to Golf Facilities: In response to questions about whether the redesigned 9-hole course would remain open to the public, the shareholders indicated that it would be a semi-private facility, with priority access for property owners. However, practice facilities would remain open to the public.
Greenway Connectivity: When asked if the town’s greenway could extend through the property, the shareholders stated that liability concerns would need to be reviewed before making a determination.
Floodplain Concerns: The Council noted that portions of the proposed development area lie within a designated floodplain. The shareholders responded that their design was based on the new floodplain map anticipated for release in 2028, which does not yet reflect changes following Hurricane Helene. The Council clarified that this updated map is not yet available for official use.
At this time, it appears that the Boone Development Group will need to revise its proposal to address several of the Council’s requests. In addition, environmental and traffic impact studies will be required. Final decisions regarding rezoning will rest with the Boone Planning Board and the Boone Town Council.
Several Boone residents spoke in opposition to rezoning the property, citing concerns over traffic, infrastructure capacity, and the potential loss of one of Boone’s last remaining green spaces and public golf courses, which serve as important community and school resources.
One council member noted that, due to recurring flooding issues, the property may be among the least suitable sites in the area for large-scale development, second only to the Boone Mall.
