Basel Convention Regional Centre - Caribbean The BCRC-Caribbean supports the environmental sound management of chemicals and wastes in the region

The primary mechanism for assisting in the implementation of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal and its obligations in member states is a series of Basel Convention Regional Centres for Training and Technology Transfer (BCRC). Established across the world under Article 14 of the Convention, these Centres are meant to provide for the effective implementation of the Convention at the national to regional levels. The Basel Convention Regional Centre for Training and Technology for the Caribbean (BCRC-Caribbean) serves the Contracting Parties to the Basel Convention within the Caribbean region and any other country consenting to be served by the Centre. The BCRC-Caribbean also functions to assist in the implementation of other international environmental agreements such as the Rotterdam Convention, Stockholm Convention on Persistent Organic Pollutants, and, most recently, the Minamata Convention on Mercury.

BCRC-Caribbean convened its ๐Ÿญ๐Ÿฎ๐˜๐—ต ๐—”๐—ป๐—ป๐˜‚๐—ฎ๐—น ๐—ฆ๐˜๐—ฒ๐—ฒ๐—ฟ๐—ถ๐—ป๐—ด ๐—–๐—ผ๐—บ๐—บ๐—ถ๐˜๐˜๐—ฒ๐—ฒ ๐— ๐—ฒ๐—ฒ๐˜๐—ถ๐—ป๐—ด on 9 September 2026, providing an opportunity to review the Centreโ€™s progress, strengthen regional collaboration and discuss priorities for the period ahead.

Mr. Anand Maraj, Director (Ag.), BCRC-Caribbean, delivered welcome remarks, followed by opening remarks from Mr. Sanjay Singh, Permanent Secretary, Ministry of Planning, Economic Affairs and Development and Chair of the BCRC Steering Committee, and Mr. Alain Wittig, Programme Officer, Secretariat of the Basel, Rotterdam and Stockholm Conventions.

The meeting featured updates on BCRC-Caribbeanโ€™s operations, the Basel, Rotterdam, Stockholm and Minamata Conventions, the Global Framework on Chemicals, the Centreโ€™s 2024โ€“2027 Business Plan, funding opportunities, ongoing and planned projects, collaboration with other institutions, and knowledge products developed during 2025โ€“2026.

Through continued dialogue, partnership and regional cooperation, BCRC-Caribbean remains focused on strengthening the Caribbeanโ€™s capacity for the environmentally sound management of chemicals and waste.

Together with the Inter-American Development Bank, the Ministry of Environment and Natural Resources, and consultants BlackForest Solutions / Unite Caribbean, national stakeholders validated the building blocks of a working e-waste system: a legislative and institutional review, a national WEEE inventory, Extended Producer Responsibility (EPR) and financing mechanisms and practical implementation recommendations.

E-waste is the world's fastest-growing waste stream โ€” full of both value and hazard. A regulation that works, backed by producer financing, helps the country recover valuable materials, keep toxins out of the environment, and build a circular economy for electronics.

Across the Caribbean, participants strengthened their knowledge and practical capacity to utilize the ECA-G Tool. These trainings aim to support stakeholders in the identification, assessment and management of Highly Hazardous Pesticides (HHPs).

From identifying HHPs to assessing economic, environmental and human health risks, the workshops provided hands-on opportunities to explore how the ECA-G Tool can support safer, evidence-based pesticide management.

The training journey brought together participants from across the Caribbean through workshops held in:

* Guyana and Suriname (28โ€“29 April)
* Belize (19โ€“20 May)
* Antigua and Barbuda (26โ€“27 May)
* Saint Kitts and Nevis and Saint Lucia (9โ€“10 June) and
* Trinidad and Tobago and Barbados (30 Juneโ€“1 July).
