One interpretation can be that in the beginning it is usually beneficial for a person to work on technique of the golf swing for some time (“three years”), and that means internal focus. Wandering with the mind from one body part to another, feeling and controlling different positions of the body, arms, hands, legs, hips, shoulders, etc., through back-swing, down-swing, impact, etc. One works on the shape of the swing using internal focus for "three years," however, now the movement should be hard-wired in the brains and muscles to the degree that one can perform it automatically, without conscious thought.
So, now is the time for the next "three years" Hagen is talking about. Namely to “unlearn” the minds habit to concentrate on various parts of the body during the swing and to force it into external focus. The focus should now dwell first on contact between club face and the ball, and, ultimately, exclusively on the target, where we want the ball to land.
One man's meat is another man's poison. Emphasis on internal focus is beneficial for the beginner, but poisonous for the advanced player. And vice-versa.

"Muscle tension means that you activate muscles that work at cross-purposes in regard to particular movement. Unnecessary activated muscles hinder the necessary muscles. For example, in the golf swing, too tight of a grip will produce tension in your arms and shoulders. This will impede speed, free flow, and the smoothness of the swing. Ben Hogan explains the pressure points on the grip. "There isn't any pressure down or around the shaft . . ." he says. Clearly, this shows how one should not squeeze the club-just push it...

You might think that you are relaxed enough, however, if you didn't devote special attention to this point-or didn't undergo some special training in this area-then take it from me, you are not. Being able to look inside and monitor the critical parts of the body in order to keep the muscles relaxed is mandatory. This can be best practiced in slow motion. One cannot progress with unnecessary muscle tension, and this is a universal principle that applies to any physical skill..."
