“Unfortunately, a number of parts of financial systems on our continent are framed in such a way that they mostly avail capital to those who have it. The government has to find a way of chipping in and being somewhere in the middle so that they take part of the risk and enable those who do not have capital or access to it easily to be able to do so, and this is possible.
In the end, even government absorbing or de-risking the activity of the young people who may be involved with borrowing from the bank actually has a very high return because those who are supported many times make money. They move up the ladder to do things that benefit them but also benefit the country and the economy at large. There are mechanisms that can be put in place, there are ways if we are deliberate and organised we should be able to do that.” President Kagame | Africa Food Systems Forum 2026
