The wild (more accurately, free-roaming) horses of Vieques do not have a single, fixed foaling season. Because of Vieques' warm tropical climate, mares can become pregnant throughout the year, so foals can be born in any month.
That said, people who live on the island and horse rescue groups generally report seeing more newborn foals during the spring and early summer, roughly March through June, when conditions are favorable.
If you're visiting Vieques and your goal is to see very young foals: Best chance: March–June.
Still possible: Any other month, since births occur year-round.
