How saaaad......
The non-inclusion of Palawan Volleyball (Elementary and Secondary) in the MIMAROPA Regional Meet due to budget limitations is deeply concerning for our young athletes, families, coaches, and the entire sports community.
As Palawan Volleyball Enthusiast (PVE), we stand guided not only by passion, but by LAW and NATIONAL POLICY.
Under the 1987 Philippine Constitution (Article II, Section 17), the State shall give priority to sports to foster patriotism and accelerate social progress. Further, Article XIV, Section 19 mandates the State to promote physical education and encourage sports programs and league competitions for the development of a healthy and alert citizenry.
More importantly, Republic Act No. 10588 institutionalized the Palarong Pambansa as a co-curricular sports laboratory of the Department of Education. Its very objective is talent identification, selection, and recruitment of student-athletes, encouraging LGUs to take a proactive role in supporting school sports programs.
Grassroots sports development is further strengthened under Republic Act No. 6847, which mandates the Philippine Sports Commission to prioritize grassroots participation as the foundation of national athletic excellence.
The National Sports Development Plan (2023–2028) clearly emphasizes:
✔ Grassroots and Sports for All Development
✔ Inclusive access to sports across all regions
✔ Pathways from community to high-level competition
Budget limitations should never permanently close doors for young athletes. Sports accessibility is not optional, it is a declared national policy.
If volleyball is excluded at the regional level, we are not only limiting competition, we are limiting opportunity, exposure, and the dreams of every young Palaweño athlete who hopes to represent our province, our region, and one day, our country.

🏐 Volleyball is protected by policy and law.
As stakeholders, we respectfully call for:
• Review of funding allocation priorities
• Stronger LGU and private sector partnerships
• Activation of local Sports Development Councils
• Sustainable planning to ensure inclusion in future regional meets
This is not about politics. This is about equal access, athlete development, and honoring the legal foundations of Philippine sports. Let us protect the pathway of our young athletes.
