Perlas ng Silangan Basketball League Davao City Qualifiers Tournament Rules and Regulations
1. Team Registration
Registration Form: All participating teams must submit a duly accomplished registration form with a complete set of players as drafted by the team owners/managers/coaches.
Proof of Identification: Attached original copies of proof of identification are required to signify the age of each player drafted in specific categories.
Age Categories: Teams must qualify for the following age categories:
21 Under, 19 Under, 17 Under, 15 Under, 13 Under, and 11 Under.
2. Eligibility and Fair Play
Falsified Documents: Any attempt to present falsified documents will result in the immediate barring of the team from the qualifiers. The team will only be allowed to reapply in the next season.
Developmental Nature: The league is developmental and does not allow commercial or pro players who have already played in commRegulations
ues. This ensures opportunities for amateur and developmental players.
Cheating and Misconduct: The committee reserves the right to deny players with an outstanding history of cheating and misconduct, provided there is substantial evidence.
Illegal Substances: Any player found in possession or under the influence of illegal substances will be ejected from the league and face a 2-year ban.
3. Tournament Format
Round Robin: The league shall follow a single round-robin format.
Brackets: There will be a minimum of 2 brackets per age category.
Quarter Finals: The top 4 teams from each bracket will advance to the quarter-finals.
Team Composition: Each team must consist of 15 players and must have 15 players ready to play.
4. Game Regulations
Uniforms: Teams are required to wear complete uniforms provided by the official outfitter, MKGraphx. No complete uniform means no play.
Player Switching: Player switching is not allowed within Davao City teams. A player may play for another team in a different qualifying cluster if they qualify and the events do not overlap.
Schedules: All teams must abide by the game schedules as announced by the organizing team.
5. Conduct and Disputes
Referee’s Decision: The referee’s decision shall always be upheld unless contested by the duly recognized coach or team manager.
Grievance Committee: Disputes must be escalated to the grievance committee during the game. Irregularities or contests should be made timely and not after the game has been completed. The committee’s verdict shall stand and must be supported by proof and substantial evidence.
Fairness: We uphold utmost fairness in our decisions to ensure a just and competitive environment.
6. Advancement and Rewards
Regional Playoffs: The winning team in the Davao City Qualifiers will advance to the regional playoffs to face other qualifiers from the Davao Region.
Regional Finals: The top 2 teams will win 100,000.00 Pesos for the regional finals and 50,000.00 Pesos, along with trophies, medals, and exclusive merchandise.
National Finals: Qualifying teams will advance to the national finals in Metro Manila to compete for the Perlas ng Silangan Season 1 National Champions title.
7. Additional Rules
Player Eligibility: The committee has the right to reject players with a history of cheating or misconduct, backed by substantial evidence.
Orientation: Court rules and regulations will be discussed during the team captain’s orientation. All teams must sign the agreement to adhere to these rules.
8. Registration Fees
Fees and Inclusions: All participating teams must pay the registration fee upon application. This fee includes a complete uniform for every game.
