10th Mayor's Cup 2023
Tournament Rules and Regulations
1. ELIGIBILITY
A. Inter school 12 under- born December 22, 2011.
B. Inter barangay 17 under-born December 22 2005.
C. Barkadahan category-is required (1) one import only.
C.1. No import No play
C.2. Former PBA player or active/niger is not allowed to play.
C.3. Teams who can submit their entries with no import are not accepted in the tournament.
C.4. Import is required to play during their schedule of game. or failure to play team is automatically forfeit.
D. A player must be a registered voters of the Municipality of Sibagat Agusan del Sur.
E. Must submit of provide a copy of (VRR) voter's registration record during the screening process.
2. DATE & VENUE - the tournament shall officially start on January 7, 2023, at the Municipality gymnasium of Sibagat Agusan del Sur.
3. FIBA RULES- shall be applied in all cases not covered by these rules.
4. NECESSARY PAPERS
A. A player must bring a voters ID, license ID, school ID, 4ps record, BHW records especially 12 under & 17 under.
B. All teams are required to put 2X2 ID picture of their players.
C. Photo gallery is required from each team.
D. All requirements must be placed in one(1) envelope each team.
E. Players who did not submit the required documents will no be allowed to play league.
5. COMPOSITION OF TEAMS
A. 12 under category shall be composed of fifteen (15) players and three (3) as alternate.
A.1. 12 under category is a passarell game.
A.2. 1st qrtr, 2nd qrtr & 3rd qrtr no replacement of player in the 4th qrtr only.
A.3. If injured players the opponent coach shall select the replacement.
A.4. A player injured during 1st qrtr, 2nd qrtr, & 3rd qrtr will not allowed to play. Except a player injured in the 4th qrtr.
B. 17 under & Barkadahan category- each team shall be composed of twelve(12) players & three (3) as alternative.
C. The list of players shall be typed on handwritten in duplicate & without tampening or erasures. Once the list is already submitted changes & adjustment in the line up will be restricted.
6. UNIFORM
A. Teams shall participate in the opening parade & shall wear their complete uniform with team banner and muses.
B. No player is allowed to play if he is not wearing the teams of official uniform neither he can play using the jersey of the other team member.
C. Additional & replacement players is strictly not allowed once the final list have been submitted.
7. SUBMISSION/SCREENING- all participants teams & team line up will present on November 30, 2022 at 8:00am
A. Submission- January 4, 2023
B. Screening- January 7, 2023
8. PROTEST- shall specify in writing the ground/s & the name of team/players being protested before the committee.
A. Protest pertining to the qualification of players shall be entertained during the opening of the tournament (opening program) or during the first game.
B. A player under protest shall present his voter's registration record (VRR) issued by the comelec of Sibagat Agusan del Sur (where they have registered) or any documents before the committee until (72 hours).
C. A protest player failure to present documents it will automatically lead to disqualification and his team shall be declared as the losing team.
9. TEAM DISCIPLINE & CONDUCT OF PLAYERS
A. Only the team captain of the playing team is allowed to stand & make the necessary verification/complaints during the game
B. A team must be present at the playing court thirty (30) minutes before the schedule mach in case a team will not show up after a grace period of the thirty (30) minutes, the team will lose the game by forfeiture.
C. Any player coach or manager who commits any of the enumerated acts of violence or unsportsmanlike manlike conduct shall be penalized with a technical foul and or a suspension in the game depending upon the gravity of the violation/situation.
D. Players who are under the influence of liquor or any prohibited substance are not allowed to play. This rule shall be strictly unforced!
E. A player shall be disqualified/send out of the game if:
- he commits two(2) technical fouls in a game.
- he commits two (2) unsportsmanlike fouls in a game.
- he commits both on combination of the two types of fouls mentioned.
- the technical committee has the power to disqualify any player that may cause detrimental values to the league.
F. A team who walked-out on the game shall lose the game by default.
G. In case of fights, every player involved will be automatically banned from the league. A fight means someone who has thrown a punch or kick. Opponent or other physical contact that is not related to basketball. The official and the technical committees still have the final decision.
H. In the absence of the coach, the team captain will act as the playing coach.
I. Players caught giving and absence sign such as dirty finger or hear saying bad words to any official/s technical committee/s or to an opponent, that player/s will be given.

J. All registered coaches of different participating teams are not allowed to wear slippers during schedule game.
K. If a player commits an "UNSPORTSMANLIKE FOUL" will be given three (3) minutes rest on the team bench area to the player who committed the foul.
10. GAME STOP PROCEDURE
A. If the match-in-progress is stopped in whatever period the game will resume with another playing date. Time remaining & scores will remain the same.
B. Players who are not around/present during the match will not be allowed to play during the rescheduled game.
11. FORMAT OF TOURNAMENT
A. Teams will play single"ROUND ROBIN" in each bracket.
B. In case of a "TIE" between two (2) teams, the win-over-the-other rule shall apply.
C. In case of "TRIPLE" (3) the goal difference system shall be applied.
D. Highest two teams in each bracket will play " CROSS-OVER"
#1 in bracket A vs. #2 in bracket B
#1 in bracket B vs. #2 in bracket A
E. Losser Vs. Losser
F. Winner Vs Winner
