GUIDELINES AND MECHANICS
NAME OF COMPETITION
The tournament shall be named the Mayorβs Cup U30 INTER BARANGAY BASKETBALL TOURNAMENT 2024. The Tournament is officially organized by SK Federation President.
DATE AND VENUE
The opening will be on July. 15, 2024, Saturday at 1:00 p.m. at the Montejo Sports Complex; Likewise, all entry teams are mandatorily required to attend during the Opening, otherwise if found absent, a bonus of three (3) Free Throw shots will be given to the team who was present in the Opening during their match and another bonus of three (3) Free Throw shots for failure to attend the opening (minimum of five player attendees); for final screening purposes.
REGISTRATION OF TEAMS
Each team is required to submit their Official List Team Players duly CERTIFIED by their Team Coach/Team Manager to attest the truthfulness and authenticity of the submitted document affirming that members/players of their team are 30 Below.
Team entries, along with the registration fee of One Thousand Five Hundred Pesos (P1,500.00), will be accepted from June 29, 2024, to July 14, 2024. After the deadline on July 14, 2024, the Registration Committee will no longer accept any team entries.

A maximum of Thirty-Three (33) Entry Teams will only be accepted by the Committee on a first come first serve basis. These Thirty-Three (33) entry teams will be grouped into brackets and for every bracket, Single Round-Robin will be applied.
Official Entry of any team is limited to Fifteen (15) members/players with upper uniforms and a minimum of five (5) per team. During the match, all players are allowed for registration by their respective Team Coach with the Table Officials in order for their players to qualify to play in the game.
ELIGIBILITY OF PLAYERS
Born year 1994 who wishes to join in this Basketball Tournament are allowed to form a team to qualify them to join this tournament.
All Team Members and Players must be a bona-fide resident of Palo, Leyte. Teams must submit a roster of his prior to the tournament.
GOVERNING RULES
The Tournament shall be governed by the International Basketball Federation (FIBA) RULES.
1. Ten (10) minutes playing time per quarter is allotted. However, in instance of other unforeseen occurrence, which is not sanctioned by the FIBA Rules, the issue will right away be resolved and shall be decided by the Sports Technical Committee. Decisions rendered by the Sports Technical Committee or by the Table Officials are deemed Final.
2. Officially registered team players submitted by the respective Team Coach / Team Manager will no longer be allowed to replace additional player once the Basketball Tournament has officially opened.
3. During the game, any player found to be participating who is not on the Official Line-Up, or any player who played in the Semi-final or Final without having participated in the elimination round, will result in the immediate TERMINATION of the match. The opponent will be declared the "WINNER," and the violating team will forfeit all their succeeding games. The Team Coach/Manager will be held liable.
4. A player who will be observed, noticed or caught by the Table Officials nor by the Official Referee playing while under the influence of liquor, illegal drugs or causing intentional physical harm to his co-players during the game, will sanction him of his disqualification from the match and to all the succeeding match/game of his team; (Player Liability)
5. A player who resorts to dirty tactic-punch, kick or commits a flagrant foul (FLAGRANT 2) to his co-player, playing coach and team manager, as well as to the officiating officials, he shall be instantly thrown-out from the game and at the same manner, he will be suspended for the next match of his team. Flagrant 2 Intentional Physical Contact will sanction two (2) free throws plus ball possession and the same shall be to thrown-out from the game and will be suspended for the succeeding game of his team. On the other hand, Flagrant 1 Accidental Physical Contact will sanction two (2) free throws and ball possession.
6. Smoking and taking off of his jersey shirt while in the bench during the match is strictly not allowed. Otherwise, technical call towards the violating team will be rendered by the Official Referee or the Table Official of the game.
7. Any player who is not in his upper basketball uniform will not be allowed to play during the match two (2) weeks after the opening game.
8. A player who is under protest during the game, FIBA Rules shall apply. However, any protest after the match, the same shall not be entertained anymore.
9. During the Scheduled match, five (5) minutes after the Team Warm Up, a team who fails to appear after the ten (10) minutes allotted waiting time, they will be declared in FORFEIT and the Team present will be declared βWINNER BY FORFEITUREβ. In case that both teams failed to appear during their match, both of them will be declared lose and a forfeiture of their match.

INDEMNITY
The organizing committee of the said tournament will not be liable for any loss or personal property and injury of death caused to any player of official during or as a result of his/her participation in the tournament.
