Sports Action Group and Reforms (SAGAR Sports) Framework is designed to modernize sports development by integrating immediate program delivery with long-term system improvement.

1. Action Group (Event-Based Development)
The Action Group focuses on the implementation side of sports development. It delivers programs through organized, event-based activities such as tournaments, leagues, clinics, and community engagements.
These initiatives serve as:
• Platforms for participation and grassroots engagement
• Opportunities for talent identification
• Venues for practical training and competition exposure

In essence, the Action Group ensures that sports development is active, visible, and continuous on the ground.

2. Reforms (System Updating and Improvement)
The Reforms component addresses the structural and policy side of sports development. It ensures that systems evolve alongside program delivery by:
• Updating rules, guidelines, and standards
• Improving governance and organizational structures
• Introducing modern training methodologies and technologies
• Aligning programs with current needs and global best practices

Reforms ensure that sports development remains relevant, adaptive, and sustainable.

The framework operates on a dual approach:

“Action sustains participation; Reform sustains progress.”

By combining event-driven ex*****on with continuous system updating, the SAGR Framework transforms sports development from a series of isolated activities into a dynamic, evolving ecosystem.
