Courts (including Senate acting as impeachment Court) can, in proper cases, dismiss a case outright motu proprio (on its own initiative, without any motion) if the complaint or petition clearly fails to comply with essential procedural requirements. However, this is subject to certain legal standards.

βοΈ Legal Basis: Dismissal motu proprio
Under Philippine jurisprudence, courts have the inherent power to dismiss a case outright when:
1. The court has no jurisdiction over the subject matter;
2. The complaint or petition is patently defective, frivolous, or insufficient in form or substance;
3. The case violates procedural rules that are mandatory, such as:
β’ Failure to file within the reglementary period,
β’ Lack of verification or certification against forum shopping,
β’ Violation of βone-year ruleβ in impeachment (in the context of the Constitution),
β’ Failure to state a cause of action.
This is consistent with the principle that courts are not required to act on legally defective pleadings. This ensures judicial resources are not wasted on cases that are fatally flawed at the outset.
