The dust has settled, and the 𝗰𝗵𝗮𝗺𝗽𝗶𝗼𝗻𝘀 of the 𝗖𝗮𝗿𝗮𝗴𝗮 𝗜𝗻𝘁𝗲𝗿-𝗖𝗼𝗹𝗹𝗲𝗴𝗶𝗮𝘁𝗲 𝗛𝘂𝗺𝗮𝗻 𝗥𝗶𝗴𝗵𝘁𝘀 𝗗𝗲𝗯𝗮𝘁𝗲 have emerged!

Congratulations to all our finalists for an incredible display of critical thinking, principled advocacy, and eloquent discourse on human rights. After two days of rigorous debates, these teams rose to the top:

HAPPENING NOW: Day 2 of the 𝗖𝗮𝗿𝗮𝗴𝗮 𝗜𝗻𝘁𝗲𝗿-𝗖𝗼𝗹𝗹𝗲𝗴𝗶𝗮𝘁𝗲 𝗛𝘂𝗺𝗮𝗻 𝗥𝗶𝗴𝗵𝘁𝘀 𝗗𝗲𝗯𝗮𝘁𝗲 began with an opening program with messages from Atty. Aurora Luanne R. Motion: This house would grant local communities and Parent-Teacher Associations (PTAs) binding veto power over local government educational budget allocations.

Currently, the allocation of the SEF is governed by the LSB in every municipality, city, and province. The Local School Board is chaired by the local chief executive (Mayor/Governor) and co-chaired by the DepEd Division Superintendent/District Supervisor. While a PTA federation representative technically sits on the board, political power rests with the LGU executive. LGUs often divert educational funds away from pedagogical needs (such as teacher hiring, remedial tutoring under the ARAL program, Tara Basa program, or learning materials) into visible, politically advantageous infrastructure projects (e.g., sports complexes, covered courts, or beautification drives).
