KIDNAPPING CASE SUSPECT ARRESTED IN MANILA WARRANT OPERATION

A high-value wanted person tagged as the Top 6 Regional Level Most Wanted Person of the National Capital Region Police Office (NCRPO) was arrested during a coordinated law enforcement operation in Tondo, Manila on April 19, 2026.

The suspect, identified by the alias “Jaycee,” 39 years old, male, and a resident of Quezon City, was arrested at Baseco Port Area by personnel of the Northern National Capital Region (NCR) Maritime Police Station together with other police units by virtue of a warrant of arrest issued by the Regional Trial Court, Branch 297 in Pasay City for Kidnapping and Serious Illegal Detention under Article 267 of the Revised Penal Code, as amended, with no bail recommended.

The case stems from a June 13, 2024 incident in Pasay City where the complainant was allegedly taken against his will by individuals posing as law enforcement officers. The victim and his driver were later moved to several locations and allegedly subjected to threats and coercion to disclose financial account information, resulting in the unauthorized transfer of assets. The victims were later released after several hours.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., commended the operating units for the successful arrest, emphasizing the organization’s continued commitment to accountability and operational efficiency.

“Patuloy po ang ating pinaigting na operasyon laban sa mga wanted persons. This is part of our sustained effort to ensure that those facing serious charges are brought before the courts. Hindi po tayo titigil—ipinapakita natin na ang batas ay pantay para sa lahat,” PGen Nartatez said.

He further underscored that the accomplishment aligns with the PNP Focused Agenda, particularly under Enhanced Managing Police Operations, in support of the administration’s peace and order thrust under President Ferdinand R. Marcos Jr., reflecting stronger coordination and faster response in law enforcement actions nationwide.

“This arrest shows that our police force is proactive and committed. We assure the public that we will continue strengthening our operations to uphold justice and public safety,” he added.

PNP STRENGTHENS INTERNAL DISCIPLINE THROUGH SUSTAINED ACCOUNTABILITY MEASURES

The Philippine National Police (PNP) has reiterated its strict zero tolerance policy against all forms of misconduct within its ranks, following public concern over recent complaints involving some personnel, including allegations of sexual harassment and other administrative and criminal offenses.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., emphasized that discipline and accountability remain core principles of the organization’s reform agenda, ensuring that all personnel are held to the highest standards of conduct regardless of rank or position.

“Sa PNP, malinaw ang direksyon natin—lahat ay pananagutin sa kanilang mga paglabag sa tamang proseso. We enforce discipline firmly, fairly, and consistently across all ranks,” the Chief PNP said.

He added that these measures reflect the organization’s commitment to uphold institutional integrity while ensuring strict observance of due process in all administrative proceedings.

Based on official records covering August 26, 2025 to April 15, 2026, a total of 908 PNP personnel were involved in resolved administrative cases with corresponding penalties imposed across various categories of offenses.

The breakdown of resolved cases shows that 326 personnel were dismissed from the service, composed of 32 Police Commissioned Officers, 289 Police Non-Commissioned Officers, and 5 Non-Uniformed Personnel. A total of 53 personnel were demoted, while 199 were suspended. Meanwhile, 26 personnel received reprimand, and 304 cases resulted in dismissal or exoneration following due process.

These dismissal cases, covering the period August 26, 2025 to April 11, 2026, were directly acted upon and ordered by the Chief, PNP, PGen Nartatez reflecting cases elevated to the national level for final disposition.

Data from these PGen Nartatez–approved dismissals show that the leading cause is absence without official leave (AWOL) with 118 cases, followed by other grave offenses with 44 cases, and robbery or extortion with 33 cases. Violations involving arbitrary detention, unlawful arrest, violation of domicile, and maltreatment of prisoners accounted for 24 cases, while violations of Republic Act 9262 reached 23 cases.

Drug-related offenses recorded 24 cases, consisting of 13 personnel who tested positive for illegal drugs and 11 involved in illegal drug activities. Other violations include violations of Republic Act 11053 (Anti-Hazing Act of 2018) with 12 cases, violations of Republic Act 10591 Section 38 (planting of evidence) with 8 cases, and violations of Republic Act 9745 (Anti-Torture Act of 2009) with 2 cases.

Additional offenses include murder with 4 cases, illegal discharge of fi****ms with 4 cases, immorality including concubinage with 4 cases, r**e with 3 cases, immorality including adultery with 3 cases, immorality including sexual harassment with 3 cases, malversation and graft-related offenses with 5 cases combined, carnapping with 3 cases, kidnapping with 2 cases, estafa or swindling with 5 cases, homicide with 1 case, and parricide with 1 case. All cases underwent appropriate administrative and legal processes prior to the imposition of dismissal.

These cases account for only a small portion of the PNP’s total personnel, the majority of whom continue to serve with professionalism and integrity.

“Ang mga kasong ito ay kumakatawan lamang sa napakaliit na bahagi ng ating hanay. Ang nakararami sa ating mga pulis ay patuloy na naglilingkod nang may propesyonalismo, katapatan, at dedikasyon sa tungkulin,” PGen Nartatez stressed.

From a broader organizational perspective, and including decisions made at all levels of command, PNP records show that a total of 1,010 personnel were dismissed from the service during the period, covering decisions issued at various levels of command, including those acted upon by respective Regional Directors of Police Regional Offices in accordance with their administrative jurisdiction.

PGen Nartatez said these figures highlight the PNP’s sustained internal cleansing and accountability efforts under its Focused Agenda, particularly the Enhanced Managing Police Operations, which ensures swift, fair, and rule-based resolution of administrative cases.

“Patuloy ang ating pagsusumikap na palakasin ang ating hanay. Ang layunin natin ay isang PNP na disiplinado, may integridad, at tunay na maaasahan ng mamamayan,” PGen Nartatez said.

The PNP assured the public that it will continue to strengthen internal disciplinary mechanisms while sustaining reforms that reinforce institutional integrity and public trust, in line with its commitment under Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

PNP SEIZES ₱50M SMUGGLED CI******ES, 16 ARRESTED IN NEGROS, MAGUINDANAO OPS

The Philippine National Police (PNP), under the leadership of PNP Chief Police General (PGEN) Jose Melencio C. Nartatez Jr., intensified its anti-smuggling campaign with two successful operations in Negros Oriental and Maguindanao del Norte, resulting in the arrest of 16 individuals and the seizure of nearly ₱50 million worth of suspected smuggled ci******es, fi****ms, and transport vehicles on April 19 to 20, 2026.

In Barangay Binalbagan, Canlaon City, Negros Oriental at about 8:27 AM on April 19, joint operatives from the Regional Intelligence Division – Negros Island Region (RID NIR) and the Criminal Investigation and Detection Group Regional Field Unit – Negros Island Region (CIDG RFU NIR) conducted an anti-smuggling operation that led to the arrest of four male suspects and the confiscation of 450 master cases of branded ci******es believed to be illegally imported, with a total estimated market value of ₱45,000,000.00. Also recovered were a 10-wheeler wing van and an Elf 6-wheeler panel van used to transport the contraband. The suspects were taken into custody for booking and detention, while the seized items are set for turnover to the Bureau of Internal Revenue (BIR) for proper disposition in connection with violations of Republic Act Nos. 10643 and 10963.

Hours later, at around 1:20 AM on April 20, a checkpoint operation in Barangay Duran, Parang, Maguindanao del Norte, conducted by personnel of the Parang Municipal Police Station (MPS), Maguindanao del Norte Police Provincial Office (PPO), the 1401st Maneuver Company (MC) and the Tactical Support Company (TSC) of the Regional Mobile Force Battalion 14-A (RMFB 14-A), and the Philippine National Police Maritime Group (PNP MG), in coordination with the Regional Intelligence Division – Bangsamoro Autonomous Region (RID BAR) and the Bureau of Customs (BOC), resulted in the arrest of 12 individuals. Authorities confiscated 6,500 reams of suspected smuggled ci******es with an estimated value of ₱5,431,725.00, along with a caliber .45 pistol and three vehicles, including a minivan, an elf truck, and a fortuner. The suspects and evidence were brought to the Parang Municipal Police Station (MPS) for documentation and proper disposition pending turnover to the Bureau of Customs (BOC) Sub-Port in Parang, in line with violations of Republic Act No. 10591 and applicable customs laws.

“These operations reflect our firm stance against economic sabotage and the unlawful trade that deprives the government of rightful revenues,” said PNP Chief PGEN Nartatez. “Hindi tayo titigil sa pagpapatupad ng batas laban sa mga gumagawa ng ilegal na kalakalan na nakaaapekto sa kabuhayan ng mamamayan.”

The PNP continues to pursue its Focused Agenda—its guiding framework for transformation designed to make police service more responsive and accountable. At the heart of this agenda are key priorities that define the course of the PNP, including Enhanced Managing Police Operations, which remains crucial in sustaining intelligence-driven and enforcement actions against smuggling and other organized illegal activities.

“We will sustain intelligence-driven operations and strengthen our presence in critical areas to stop these activities at their source,” PGEN Nartatez emphasized. “Ang malinaw na mensahe namin: walang puwang ang smuggling at ilegal na armas sa ating mga komunidad.”

APAT NA KABATAANG HIKERS, NASAGIP NG PNP MATAPOS MA-STRANDED SA KABUNDUKAN NG CAGAYAN

Ligtas na nasagip ang apat na kabataang hikers na na-stranded sa kabundukan ng Brgy. Taggat Sur, Claveria, Cagayan matapos ang mabilis na aksyon ng pulisya at iba pang ahensya noong tanghali ng Abril 18, 2026.

Batay sa ulat, bandang alas-12:00 ng tanghali ay humingi ng tulong ang isang menor de edad na kasama ng grupo matapos maiwan ang apat niyang kasamahan sa kabundukan dahil sa matinding pagkapagod at hindi na makabalik, kaya agad na kumilos ang Claveria Police Station katuwang ang MDRRMO at Philippine Coast Guard.

Sa loob lamang ng wala pang isang oras, natunton ang mga biktima na kapwa pagod at dehydrated. Agad silang binigyan ng paunang lunas at dinala sa pinakamalapit na pagamutan para masigurong maayos ang kanilang kalagayan.

Pinuri ni Chief, PNP, Police General Jose Melencio C. Nartatez Jr., ang naging koordinasyon ng mga rumespondeng yunit.

“Hindi natin pinapalampas ang oras kapag may nangangailangan ng tulong. Ang bawat minuto ay mahalaga sa pagliligtas ng buhay,” ani PGen Nartatez.

Dagdag pa niya, “Patuloy ang paalala ng PNP: maging responsable sa paglalakbay, lalo na sa mga kabundukan at delikadong lugar, mag-ingat po tayo. Siguraduhing handa ang katawan, may sapat na tubig at gamit, at ipaalam sa pamilya o awtoridad ang inyong pupuntahan.”

Muling pinatunayan ng insidenteng ito ang kahandaan at dedikasyon ng kapulisan at mga katuwang na ahensya sa pagresponde sa oras ng pangangailangan—isang malinaw na halimbawa ng Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.
