We take seriously the responsibility of your life and well being as our student or leisure diver. At the same time, we want you to have a great experience when you choose to dive with us. Before any of our Instructors get the opportunity to teach you to scuba dive, or before any of our Divemas

ters get the opportunity to lead you on a leisure dive, we first of all have to feel comfortable in allowing our Instructors and Divemasters take care of our loved ones. That means, if we don’t trust our Instructors and Divemasters with our loved ones, they will not be qualified to teach or lead you.

Foong, affectionately known as Uncle Foong, or simply Mr. Foong, is the owner of BlueWaters Borneo Dive Tours. Yet despite leading the company, it’s common to find him out at sea, guiding divers or instructing students himself. He enjoys being hands-on, meeting new people, and sharing the ocean with anyone who wants to learn. He is never happier than when he is in the water.

He has a deep passion for teaching and is known for generously sharing tips, techniques, and real-world experience to help divers become safer and more confident. Safety has always been his top priority. He began diving in an era when equipment looked very different from today — front-mounted BCs, classic masks, and gear that many would now call “vintage.”

His love for the ocean started during his early days as a banker, when he was transferred to Terengganu and lived just metres from the shoreline. That daily connection to the sea became the foundation of his lifelong passion.

Originally from Ipoh and raised in Melaka, he has called Sabah home since 1992. That same year, he began teaching scuba diving. In 1997, he established Blue Waters Borneo Sdn. Bhd., which has since grown into BlueWaters Borneo Dive Tours Sdn. Bhd. His dedication to shipwreck exploration later led to the formation of Tec Rats, a team specialising in technical diving.

Today, his influence continues to shape the values, safety culture, and teaching standards that define BlueWaters.
