NEC Liberia An independent electoral body with the integrity and capacity for managing credible, free and transparent elections in Liberia.

Duties of NEC

The primary duties of NEC include administering and enforcing all laws related to the conduct of elections throughout the Republic of Liberia. Besides, NEC also proposes to the National Legislature for enactment, suspension of, and amendment to, and repeal of, any provision of the Elections Law. The Commission further provides accreditation to, and registers all political parties an

d independent candidates who meet the minimum requirements set by the Commission. NEC also revokes the registration and accreditation of an already legal party only upon the judicial determination by a court of competent jurisdiction, in accordance with due process. Also included in NEC’s functions are to hold all elections for elected public offices, including chieftaincy and all referenda and declare the results thereof. The Commission also formulates and enforces guidelines controlling the conduct of all elections to elective public offices, which guidelines shall not be inconsistent with the provisions of the Constitution and Elections Law of Liberia. NEC maintains a register of all qualified voters which shall be subject to inspection. It also establishes electoral constituencies in every political Sub-Division in accordance with population figures. Also included in its functions are maintaining registration documents of political parties and prescribe the kinds of records to be kept by all political parties and independent candidates.

NEC Liberia, Media Practitioners Adopt Joint Communiqué to Strengthen Electoral Awareness and Democratic Participation

GANTA, Nimba County – 11 June 2026 – The National Elections Commission of Liberia (NEC-Liberia) and media practitioners from across the country have reaffirmed their commitment to deepening collaboration aimed at promoting voter education, combating misinformation, and strengthening democratic participation through effective public communication.

The commitment is contained in a Joint Communiqué signed and adopted at the close of a three-day Media–Elections Workshop held in Ganta, Nimba County, from 9–11 June 2026.

The workshop, supported by the UNDP Liberia Electoral Support Project (LESP) through the European Union in Liberia, brought together representatives of NEC-Liberia and journalists from various media institutions to review and provide input into the Commission's draft Communications Strategy, Policy and Protocols.

In the communiqué, read by journalist Beyeatu Kareem of Ablee-Jay Online TV, both parties acknowledged the critical role of responsible journalism and effective communication in supporting electoral processes and ensuring that citizens have access to accurate and timely information throughout the electoral cycle.

Participants recognized the longstanding partnership between the Commission and the media and agreed that stronger collaboration is necessary to improve public understanding of elections, as well as the NEC's broader programs and activities.

Among the key resolutions adopted, the NEC and media institutions committed to strengthening cooperation to ensure the timely, accurate, and accessible dissemination of information relating to electoral processes and civic engagement initiatives.

Media institutions further pledged to increase coverage of NEC programs, activities, policies, voter education campaigns, and electoral reform initiatives as a means of enhancing public awareness and encouraging greater citizen participation in democratic processes.

The NEC, in turn, committed to providing regular updates, information, data, and resource materials to media institutions to support accurate, balanced, and professional reporting on electoral issues.

The communiqué also emphasized the importance of jointly combating misinformation, disinformation, and fake news, which both parties acknowledged could undermine public confidence in electoral processes and democratic institutions if left unchecked.

In closing remarks, NEC Executive Director, Anthony Sengbe, welcomed the media's commitment to promoting electoral activities, noting that the Commission would leverage the strengthened partnership to enhance public engagement and awareness.

The UNDP Liberia Electoral Support Project (LESP) Communications Specialist, James Kpargoi, reaffirmed the project's continued support to the NEC.

Meanwhile, Malcolm Joseph, Executive Director of the Center for Media Studies and Peace Building (CEMESP), lauded the initiative, describing it as a significant step toward strengthening public communication within the NEC and fostering stronger relations with the media.

Following the Ganta workshop, approximately 35 participants, including election magistrates and journalists, received certificates from the NEC and its partners.

The workshop forms part of the Commission's ongoing efforts, with support from development partners, to strengthen media engagement, improve public communication, and enhance the integrity, transparency, and credibility of Liberia's electoral processes.

Liberian Senate Confirms Weedor as Chairperson of NEC Liberia

The Acting Chairperson of the National Elections Commission of Liberia (NEC-Liberia), Mr. Jonathan K. Weedor, has officially been confirmed as Chairperson by the Liberian Senate.

In an overwhelming vote on Tuesday, 9 June 2026, the Senate confirmed Mr. Weedor with 23 votes in favor out of 30 senators present, following recommendations from its Committee on Autonomous Agencies.

The confirmation paves the way for Chairperson Weedor to lead the National Elections Commission alongside the six other members of the Board of Commissioners (BoC).

As he assumes leadership of the Commission, Chairperson Weedor has reaffirmed his unwavering commitment to safeguarding the will of the Liberian people and strengthening the credibility and integrity of the country's electoral process.

During his recent Senate confirmation hearing, he pledged to uphold what he described as 'non-negotiable principles,' emphasizing strict adherence to the Elections Law, collective institutional responsibility, and meaningful collaboration with all relevant stakeholders.

A highly experienced elections expert, Mr. Weedor stressed that his leadership will be guided by the Elections Law and strengthened through collective engagement with fellow Commissioners, NEC staff, political stakeholders, development partners, civil society organizations, and the Liberian people.

Regional Media-Elections Workshop Launched in Ganta | Stronger Partnership for Journalists, Increased Voter Awareness

Ganta, Nimba County | 9 June 2026 — Phase One of the Regional Media-Elections Workshop, themed 'Strengthening Media and Electoral Integrity,' has commenced in Ganta, Nimba County, with renewed assurances from the National Elections Commission of Liberia (NEC-Liberia) that it will continue to strengthen collaboration with the media as part of broader efforts to enhance the integrity, transparency, and inclusiveness of Liberia's electoral processes.

The NEC recognizes the media as a critical stakeholder in the electoral process, given its important role in shaping public perception, disseminating electoral information, promoting accountability, and increasing citizen participation in democratic processes.

Delivering the opening statement, NEC Executive Director and Head of Secretariat, Mr. Anthony K. Sengbe, disclosed that the workshop forms part of ongoing efforts to review the Commission's draft Communications Strategy, Policy and Protocols, while also strengthening cooperation between electoral stakeholders and media practitioners ahead of future electoral activities.

Mr. Sengbe identified misinformation, limited public understanding of electoral processes, and weak coordination between the Commission and the media as key challenges that could undermine public confidence and electoral stability if left unaddressed.

Also speaking at the opening ceremony, James Kpargoi, Communications Specialist of the United Nations Development Programme's Liberia Electoral Support Project (UNDP-LESP), encouraged participants to make meaningful contributions to the development of the communications framework and build on previous efforts by partners to improve public communication and stakeholder engagement at the NEC.

Meanwhile, Julius Julius Kullie Kanubah, President of the Press Union of Liberia (PUL), along with representatives of partner institutions, including Internews, Local Voices Liberia, the Female Journalists Association of Liberia (FEJAL), and the Center for Media Studies and Peacebuilding (CEMESP), called for greater support to ensure effective and professional media coverage of electoral processes across the country.

The three-day workshop has brought together approximately 14 journalists representing community radio stations and other media institutions from eight counties, as well as ten NEC Election Magistrates.

Implemented by the NEC Communications Section through the UNDP Liberia Electoral Support Project (LESP) with funding support from the European Union in Liberia, the workshop covers a range of topics, including media literacy, media mapping, accreditation procedures, the legal framework governing media and elections, democracy and press freedom, combating misinformation and disinformation, and promoting responsible election reporting.

At the conclusion of the workshop, media participants are expected to adopt and sign a communiqué reaffirming their collective commitment to increasing public awareness of key electoral activities, including citizens' right to vote, civic participation, and broader engagement in the democratic process.

Meanwhile, Phase Two of the Regional Media-Elections Workshop is scheduled for 17–19 June 2026 in Buchanan, Grand Bassa County, where another group of media managers, editors, and key stakeholders will convene to continue discussions on strengthening media engagement and electoral integrity.

The National Elections Commission of Liberia (NEC-Liberia), in collaboration with the United Nations Development Programme (UNDP) through the Liberia Electoral Support Project (LESP), and with support from the European Union (EU), will on Tuesday, 9 June 2026, commence a BRIDGE Workshop on “Media and Elections – Strengthening Media and Electoral Integrity” in Ganta, Nimba County.

The three-day workshop marks the first phase of a broader engagement aimed at reviewing and providing input into the development of the NEC Communications Strategy, Policy and Protocols through the BRIDGE methodology.

The workshop will cover a wide range of topics designed to strengthen the relationship between the Commission and the media.

Discussions will focus on media literacy, media mapping, accreditation, the legal framework governing media and elections, democracy and press freedom, combating misinformation and disinformation, and promoting responsible election reporting.

Several key stakeholders from the electoral and media sectors will participate in the workshop, including representatives of the NEC, the Press Union of Liberia (PUL), Local Voices Liberia, Internews, the Center for Media Studies and Peacebuilding (CEMESP), the Female Journalists Association of Liberia (FEJAL), and the Association of Liberian Community Radios (ALICOR), along with other media professionals and election experts.

The participation of these stakeholders is expected to enrich discussions and contribute to the development of an effective communications strategy, policy and protocols that will enhance public trust, strengthen electoral integrity, and improve the timely and accurate dissemination of public information.

The workshop further seeks to strengthen collaboration between the NEC and media practitioners in support of credible, transparent, inclusive and peaceful electoral processes in Liberia.

It also reflects the commitment of the NEC and its partners to promoting informed citizen participation and safeguarding public confidence in democratic institutions and electoral outcomes.

At the close of the Ganta workshop, the NEC Communications Section is expected to sign a communiqué with participating journalists, reaffirming a shared commitment to increasing public awareness of key electoral activities, including citizens’ right to vote and broader electoral participation.

Meanwhile, the second phase of the NEC-BRIDGE ‘Media and Elections’ Workshop will be held from 17–19 June 2026 in Buchanan, Grand Bassa County, bringing together another group of media managers, editors and key stakeholders.

These training activities form part of the NEC’s ongoing preparations for future electoral processes, particularly the 2029 General Elections.

They underscore the Commission’s commitment to strengthening institutional capacity, enhancing stakeholder engagement, and fostering a well-informed electoral environment.

During his recent confirmation hearing before the Liberian Senate, NEC Acting Chairperson, Mr. Jonathan K. Weedor, emphasized the importance of continuous capacity-building for staff across the country, noting that professional development remains essential to improving institutional performance and the effective administration of elections.

In addition to human resource development, the Acting Chairperson highlighted infrastructure expansion and modernization as a key component of his vision for the Commission, particularly the establishment of nationwide institutional infrastructure capable of supporting efficient electoral operations and service delivery.

UN Women Reaffirms Support to NEC Liberia Through LESP

Monrovia, Liberia | 3 June 2026ㅡThe Acting Chairperson of the National Elections Commission of Liberia (NECㅡLiberia), Mr. Jonathan K. Weedor, has welcomed a delegation from UN Women Liberia during a courtesy visit aimed at reaffirming the organization's commitment to supporting the Commission through the Liberia Electoral Support Project (LESP).

The delegation comprised Mr. Yemi Falayajo, Deputy Representative of UN Women Liberia, and Ms. Tsega Gebremeskel Meles, Programme Specialist at UN Women Liberia.

During the meeting, the UN Women representatives briefed the Acting Chairperson on the institution's ongoing activities and support being provided to the Commission under the LESP framework.

They also reaffirmed UN Women's commitment to strengthening its partnership with the NEC and supporting efforts aimed at promoting inclusive, credible, and democratic electoral processes in Liberia.

In response, the Acting Chairperson welcomed the delegation and expressed appreciation for the valuable contributions UN Women continues to make through the Liberia Electoral Support Project.

ECOWAS Election Observation Mission Begins Concluding Activities in Guinea

CONAKRY, Guinea | 2 June 2026 — The ECOWAS Technical Election Observation Mission (EOM) to Guinea's 2026 Parliamentary and Municipal Elections has begun concluding its activities following the successful conduct of polls that marked the country's return to constitutional rule.

As part of the drawdown process, the Mission on Tuesday debriefed its 41 election observers, including NEC Liberia Director of Monitoring and Evaluation (M&E), Michael A. Clarke, who had been deployed across 8 of Guinea's 9 administrative regions to monitor the May 31 elections.

The polls, which attracted participation from 26 political parties, were generally peaceful and orderly, although observers noted a few logistical challenges in some voting areas.

Despite the challenges, the elections were held without major incidents, allowing millions of Guineans to exercise their democratic rights.

Conducted under Guinea's mixed electoral system, voters elected 49 legislators through proportional representation, while 98 seats were decided through a simple majority vote.

At the municipal level, 342 mayoral positions were also contested.

A unique feature of the elections was the participation of Guineans living abroad, with 4 seats in the National Assembly reserved for diaspora citizens.

Registered diaspora voters cast their ballots at Guinean diplomatic missions.

The elections represent a significant milestone for Guinea's democratic journey, completing the restoration of the country's democratic institutions through the election of both parliamentarians and local government officials.

ECOWAS' support to the electoral process forms part of the regional body's Community Strategic Framework (CSF) 2023–2027, a medium-term implementation plan designed to advance the goals of ECOWAS Vision 2050.

The framework prioritizes the restoration of constitutional order, the strengthening of democratic institutions, and the promotion of peace, stability, and governance throughout the region.

The debriefing of observers marks the final phase of the ECOWAS observation mission, whose findings and recommendations are expected to contribute to ongoing efforts aimed at strengthening electoral processes and democratic governance in Guinea and across the subregion.

NEC Liberia Honors UNDP Electoral Support Project Capacity Development Specialist

The Secretariat of the National Elections Commission of Liberia (NECㅡLiberia) has honored Mr. Zage Filiposki upon the successful completion of his service in Liberia under the UNDP Liberia Electoral Support Project (LESP), where he served as Capacity Development Specialist.

Throughout his tenure, Mr. Filiposki made significant contributions to strengthening the institutional and operational capacities of the Commission.

He worked closely with the NEC Secretariat to advance professional development, enhance organizational effectiveness, and promote international best practices in electoral administration.

Mr. Filiposki is particularly recognized for his leadership in introducing and supporting the implementation of the BRIDGE Institutional Excellence Module in Liberia.

The globally respected professional development program is designed to strengthen electoral management bodies through leadership development, strategic planning, effective communication, teamwork, accountability, and institutional growth.
