Idolo Tether Ties
I have retrained many pull-back and panic horses with these. They work 100%, if used with the correct tension.
With most horses, the initial Panic sets in the first time they pull back and the headcollar/clip breaks. It is the breaking and the resulting hurtling back that frightens them the most, as, with the momentum, they no longer have control of their own feet - something that a prey animal MUST have for its safety.
The fact that these allow the rope to slide through, when enough tension is applied, prevents this sudden loss of control. The horse has 100% control of the feet 100% of the time.
The first time you try it (the rope should be at least 15ft long) the horse will fly back, as usual, but the rope slides with it. The horse may go back 10/12 ft, but will stop when the 'Break' does not occur. You then find that the second time, it is only 9ft, then 6 ft, then, after about 20 mins training, it doesn't pull back at all.
There are 2 main ways to alter the tension. The first is with the top loop to the front and if you turn it around, so that the top loop faces the back, you have to pull harder to make the rope slip through. You can also wrap the rope end over the tie to increase the tension further, but this is only for horses who already tie solid.
