Keep section 1 firearm & section 2 shotgun licensing separate. I think this would help to protect law-abiding owners, the shooting industry, & rural communities. Policies should focus on real public safety issues without burdening responsible citizens or damaging heritage & livelihoods.

Government Proposal to Merge Section 1 and Section 2 Fi****ms Licensing

The UK Government has now formally announced its intention to converge Section 1 (rifles) and Section 2 (shotguns) under a single licensing system. This proposal is no longer speculation — it is officially on the table and will now proceed to consultation.

This change, if implemented, would represent one of the most significant and damaging shifts to the shooting and countryside industries in decades.

Under the proposal, anyone wishing to own or use a shotgun — whether for work, sport, or recreation — would be required to go through the same application process as a rifle owner. This process is already widely recognised as overstretched, inconsistent, and under-resourced. Adding hundreds of thousands of additional shotgun owners into that system would create unmanageable delays, higher costs, and greater administrative burden for both certificate holders and the police.

For the gun trade, the impact could be devastating:

Dealers and retailers dependent on shotgun sales would face significant drops in business.

Customers would be discouraged by extended waiting times and increasing bureaucracy.

Shooting grounds and sporting estates could see declining participation and membership.

Rural communities — which depend heavily on the countryside economy — would suffer most.

This proposal risks undermining the very sectors the Government has repeatedly pledged to support and "level up."

The justification being presented is “public safety.” Yet no evidence has been provided to show that licensed fi****ms or shotguns pose any threat to public safety. In fact, crime involving legally held fi****ms remains at historically low levels, while the real challenge lies in areas such as knife crime and illegally held weapons. The UK’s current licensing system is already regarded internationally as one of the most stringent and effective in the world.

This proposal does not improve safety — it penalises law-abiding certificate holders and threatens the livelihoods of thousands working in and around the shooting sports sector.

We at John Rothery Wholesale urge everyone in the trade — retailers, shooting grounds, and countryside businesses alike — to make their voices heard.

Contact your local MP and make them aware of the potential damage this could cause.

Engage with the trade bodies and shooting organisations you are a member of.

Encourage your customers to speak up and share accurate information about what this means for legitimate shooting in the UK.

The upcoming consultation will be critical. If our industry remains silent, we risk losing not only business, but an important part of our heritage, community, and way of life.

Together, we must ensure the voices of responsible shooters and rural businesses are heard — clearly and loudly.

The HSE has delivered its report into the future of lead shot and lead bullets and as expected it’s not great news for shooters.

This will likely be adopted and presented to Parliament in 2025 and then be adopted as Law.

As expected, lead shot for shotguns will be banned for clay and game shooting.

Deer shooting will effectively be banned with lead bullets, as any bullet larger than 6mm will need to be non-lead.

Vermin control with a 'small calibre' rifle (smaller than .240") will still be possible using lead, this included the .22 rimfire and air rifles. This is great news for 'keepers and pest controllers. However, your beloved .243 Win will not be allowed out with lead ammo!

It looks like a five year implementation period will begin mid-2025, after which the new laws will be strictly applied.

Specifics listed below:

Lead Shot
The use of lead shot for live quarry shooting would be prohibited.
The use of lead shot for target shooting would be prohibited.
However, a derogation will allow a for a number of competitive athletes on British Shooting list to continue shooting lead shot for the purposes of international competition and training.
The placing on the market of lead shot for target shooting (in return for payment or free of charge) would be prohibited.
However, a derogation will allow for supply to competitive athletes.
5 year transition for all above. (A key demand for the industry as solely represented by the GTA).

Lead Bullets
The use of large calibre lead bullets (≥6.17 mm) for live quarry shooting would be prohibited.
