Please see below, a revised statement on behalf of Matt Newland Chair of Trustees of Cardigan Memorial Pool and Hall Trust.

Note the revised end date too for objections.

‘As many of you will know, the pool closed in March this year, due to significant financial difficulties. These included increases in energy costs, decreases in income (while closed for significant repairs), and a large backlog of expensive maintenance work needed on such an old building. The trustees came to the difficult conclusion that they could not trade their way out of these issues and that they needed to explore other options.

The Trustees intend to change the governing document of the charity (which is the Scheme dated 9 February 2005) by amending the purpose of the charity. The new purpose is proposed as follows:

"To promote for the benefit of the inhabitants of Cardigan and the surrounding area the provision of facilities for recreation or other leisure time occupation of individuals who have need of such facilities by reason of their youth, age, infirmity or disablement, financial hardship or social and economic circumstances or for the public at large in the interests of social welfare and with the object of improving the condition of life of the said inhabitants.”

The consequence of this variation to the purpose will mean that the Trustees will be permitted to transfer the Pool and Hall, at an undervalue to Ceredigion County Council.

The intention of Ceredigion County Council is not to use the existing building because of the significant costs identified that would have to be spent in repairing, maintaining and upgrading (for health and safety purposes) the facility. The Council is exploring the feasibility of using the site for a new Wellbeing Centre although it must be noted that this is subject to appropriate funding being identified. They have also indicated that they are willing to consider any robust and viable business plan where a group of volunteers could open and run the pool in the meantime, and efforts are underway to affect this.

If you have comments or questions about the proposed changes please get in touch with me, Matt Newland. My email address is [email protected]
Any comments must be received by 18 June 2024".

‘ I am writing on behalf of the trustees of Cardigan Memorial Pool and Hall Trust, to inform the public about the current situation at the pool, and to give people a chance to comment on our proposals.

As many of you will know, the pool closed in March this year, due to significant financial difficulties.

The consequence of this variation to the purpose will mean that the Trustees will be permitted to sell the Pool and Hall. They propose to sell, at an undervalue, to Ceredigion County Council.

The intention of Ceredigion County Council is not to open the pool, because of the significant costs required to maintain and upgrade the facility. Instead their intention is to seek funding for a Well-Being Centre that may in the long term retain swimming provision, under the Council’s corporate objective and in line with their corporate plan. This would depend on whether funding was available. They have also indicated that they are willing to consider any robust and viable business plan where a group of volunteers could open and run the pool in the meantime, and efforts are underway to affect this.

THE ANNOUNCEMENT ABOUT THE POOL

It is with great regret that we announce the closure of our much loved swimming pool. Unfortunately, the trust incurred significant debt during the long periods of closure last year and this together with reduced usage levels, and much higher energy costs have led to the sad decision that the pool is no longer viable in its current form.
Our last day will be Friday 29th March.
Ceredigion County Council are considering the future of the facility and we had hoped that they would be able to take it on and run it. However, it has become clear that although they will hopefully vote to take ownership of the building, even they do not have the funds to keep it open at the present time.
They have however, indicated that they will consider leasing it to a possible new charity provided a robust and convincing business plan is presented. In this way there is hope that the pool can re-open in the not too distant future, under new management.
Longer term, the council are looking to secure significant funding from Welsh Government for a Well-Being centre in Cardigan, with the redevelopment of the pool site as the obvious choice.
The trustees would like to publicly thank the staff who have worked so hard to keep the place open, as well as volunteers, members of the public and businesses, who have all contributed hugely in time and money. Your work has not gone to waste, this has not been an easy decision but to carry on and ignore the council, risks more debt and a greater likelihood of insolvency - losing the building forever. Although this is a short term blow, a facility such as this requires long term, stable ownership which we believe the council is best placed to provide.
