In a recently published award (CAS 2025/A/11173), the Court of Arbitration for Sport confirmed that the FIFA General Secretariat may not impose a “provisional” suspension of an agent’s license (for an alleged failure to meet the eligibility requirements under the FIFA Football Agents Regulations – FFAR) where, due to the current inapplicability of Article 21 FFAR, the case cannot be referred to the FIFA Disciplinary Committee for its review and decision, and the measure becomes a de facto definitive sanction. Accordingly, the Panel annulled the decision and ordered reinstatement of the licence.
