Disaster Financial Assistance (DFA) - Community Engagement Schedule

June 2026 Heavy Rain Event:

A Disaster Financial Assistance (DFA) program is now available to support Manitobans affected by heavy rains and overland flooding in June 2026. DFA helps individuals, farms, and businesses recover by providing financial assistance for uninsurable losses. Residents are encouraged to contact their insurance provider first. Manitoba Emergency Management Organization (EMO) recognizes that overland flood insurance is not always available or included in standard coverage. As a result, this program will assess gaps, with additional targeted support available for vulnerable populations of those that do not have the financial means to recover on their own.

Community Engagement Locations & Dates:

The Manitoba EMO Recovery team will be setting up in hard-hit communities this weekend and next week. If your community would like to be included, please contact us.

1. Rural Municipality of Woodlands - Warren
(Serving RM Woodlands - Warren and area)
• Date and Times: Wednesday, June 24, 2026 | 10 a.m. -7 p.m.
• Location: Warren Multi-Purpose Building (152 MacDonald Ave, Warren)

2. Rural Municipality of St. Andrews - Clandeboye
(Serving RM of St. Andrews and area)
• Date and Times: Wednesday, June 24, 2026 | 10 a.m. -7 p.m.
• Clandeboye Community Club (111 Main St, Clandeboye)

3. Town of Swan River
(Serving Town of Swan River, Swan Valley West and surrounding area)
• Dates and Times: Saturday, June 27 - Sunday, June 28 | 9 a.m. - 7 p.m.
• Centennial Arena (221 10th Ave N , Swan River)

Residents are welcome to attend any session at the location and time that works best for them, regardless of their home community.
Additional community engagement sessions will be announced as scheduling is confirmed.

Subject: Manitoba Forestry and Peatlands Branch - Dutch Elm Disease and Elm Firewood Surveys/Invasive Forest Pest Monitoring

• Dutch elm disease (DED) surveys and emerald ash borer (EAB) monitoring are underway again this season in participating communities.

• Provincial inspectors will be driving or walking around both public and private properties to look for DED infected trees and elm firewood with bark attached. Elm firewood spreads DED and is illegal to store.

• Inspectors may be working evenings and weekends.

• Inspectors wear high-visibility vests and government issued identification.

• Our staff may not approach every resident or house before entering onto properties to conduct inspections.

• Inspectors will ring doorbells or knock on doors prior to taking branch samples, marking DED infected trees, or marking elm firewood for removal under the Dutch elm disease management program and The Forest Health Protection Act.

• Emerald ash borer monitoring traps will be placed in areas throughout southern Manitoba by an external contractor.

Reminder: Elms cannot be pruned between April 1st and July 31st. The bark beetles that spread DED are attracted to fresh pruning cuts.

REPORT DAMAGED PROPERTY TO TOWN OF SWAN RIVER
Swan River, Manitoba – Has your property been damaged by the 2026 Heavy Rain Flood (overland flood or sewer backup)? If so, please call the Town Office and report to us as soon as possible:
• Report it online: https://forms.gle/ucXkA4YjJdTPTt4X8
• or call 204-734-4586 ext 207 (Uriah Waldner) during office hours.
Tracking - We will be tracking damaged properties impacted by overland flooding or sewer back ups so we can get a more accurate number of properties that have been damaged and assist the Province’s Disaster Financial Assistance process.
Property Assessment – If your property has taken significant damage and you believe it will impact your property assessment value, this will flag your home for consideration of reassessment.
The data you submit will be shared as needed with EMO Manitoba and Manitoba Assessment.
