A fall arrest system does one job. It stops the fall.
It does not end the emergency. It starts a clock.
Alberta's own Part 9 guidance puts the onset of suspension trauma at 3.5 to 10 minutes for most people. A worker hanging motionless in a harness is not stable and waiting. Blood is pooling in their legs, and the harness that saved their life is now part of the problem.
Here is the part most sites have not caught up to. Alberta OHS states plainly that for a worker suspended in the air after a fall, calling 911 and waiting for rescue services to arrive is an insufficient emergency response.
That is not an opinion about best practice. It is written into the guidance behind the Code. Section 140(2)(f) requires your written fall protection plan to contain the rescue procedures you will actually use. Section 141 requires the people expected to perform that rescue to be trained to perform it.
Which means a rescue plan is not a document. It is a person, on site, who can get to a suspended worker and bring them down.
