Dear Owners, Managing Agents,

Further to our last email about the nature strip maintenance, our current gardener, who experienced a breakdown of his mower due to rocks and metal items found at the nature strips. Despite efforts to repair their equipment promptly, the delay in resolving the issue has prompted the committee to engage a new mowing company to address the situation promptly.

The new gardener is commencing nature strip mowing as of yesterday, but there are important considerations for all residents to be aware of:


No Parking on Nature Strips: The gardener will not commence the job if there are any cars parked at the nature strips. This is to ensure safe and efficient maintenance.

No Hard Rubbish or Metal Items: Residents are kindly requested not to place any hard rubbish or metal items on the nature strips. In the event such items are present, residents are responsible for maintaining the nature strips by themselves.

It is crucial to highlight that the nature strips are council property, and every resident has a responsibility to contribute to their maintenance. The gardener will capture images of any non-compliant areas and forward them to the compliance team. Subsequently, this information will be shared with the council, and residents may potentially face fines from the council, for which they will be held responsible.

We appreciate your cooperation and compliance with the guidelines outlined above. Your proactive adherence to these guidelines will be much appreciated.

Dear Residents,

We are excited to announce that the Moorookyle club will be reopening on Friday 29 October 2021, from 6:00pm.

Members will not be permitted to bring guests into the Clubhouse .

Tennis Court usage:
The tennis courts are open for use as per the usual operating hours, please be reminded of the following rules:

You must book your tennis court and adhere to your time slot. Please remember to use your own equipment
You must adhere to the government restrictions concerning numbers of people as well as social distancing measures
Members are not to congregate within the foyer or building
We would like to remind residents of fair use of the courts

Swimming Pool - Open for use
The Moorookyle Swimming pool will be available for use.
Members are always required to abide by the social distancing requirements of 1.5 metres.

Gymnasium – Open for use
We would like to remind residents of the Gym rules of use during this time:

Members must bring a towel
The indoor toilets and showers will be available for use
You must sanitise your hands on arrival, sanitiser is available inside the door
Only up to 20 members can be within the gymnasium at any time and must abide by the social distancing requirements – we ask that you only use every second piece of equipment to ensure there is always 1 empty machine between users
You must keep 1.5 metres between yourself and others wherever possible
You must abide by the signage located on all doors within the club relating to the number of persons within any given space.
You must wipe down the equipment after use, with the antibacterial wipes/spray provided for use within the gym.
Please practice good hygiene.
Stay at home if you are unwell and get tested if you have symptoms.

The cleaner has returned to their duties, we will also be frequently sanitising the doors and surfaces within the clubhouse in line with the Chief Health Officers guidelines.

Can members please ensure to abide by the rules/ restrictions, to avoid the Clubhouse being closed due to non-compliance.

Moorookyle Club - Easing of Restrictions
To ensure that the facility complies with Victorian Government guidelines and the Victoria’s Chief Health Officer Directions regarding the re-opening, we would like to advise and remind you of the following important Vaccine & Covid Safe protocols that must be adhered to at Club Mambourin:

Check-in QR Code
Members MUST scan the check-in QR code through the Service Victoria app.

Masks
Masks MUST be worn at all times when inside and outside the Leisure Centre building!

Vaccination
Members using the facility MUST be fully vaccinated against COVID19

IMPORTANT
The Owners Corporation has taken all preventative measures under the current Victorian Government guidelines to reduce the spread of the Coronavirus/COVID-19.

As members are aware of the contagious nature of the Coronavirus/COVID-19 please ensure compliance with the Victoria’s Chief Health Officer Directions of practising social distancing, good hygiene and mask wearing. Whilst the facility is adhering to a COVID Safe Plan including signage for density limits, QR Instruction Signage, COVID Marshall (If required) and Cleaning requirements, it is also the responsibility of the patron using the facility to ensure compliance with the items listed above as well as any other government directions or requirements of the day.

Please be advised that there are fines related to non-adherence and Authorised Officers can fine both individuals and facility operators. The Victorian Government guidelines state that only vaccinated members or those who hold a medical exemption are allowed to access these facilities.

Fines, Enforcement & Reporting
Members who do not follow the Victorian Government guidelines will be in breach, and any liabilities/fines incurred due to any breach by a patron/member may be on-charged to the non-compliant patron/member.

Whilst the Owners Corporation complies with every measure to adhere to government restrictions and keep patrons safe, it is at the individual members' risk when entering the facility.

Once again, we would like to remind all members to practice good hygiene and ensure that you stay at home and not enter the facility if you are experiencing any Cold, Flu or COVID symptoms and get tested immediately.

Dear lot owners,
it has come to our attention that the current committee has recently contemplate to spread hateful, misleading and false propaganda against us who are attempting to convene the SGM according to the OC act rule 74 (c) to terminate the contract with Quantum and address the issues created by the current committee. They are sending mails by post to all lot owners to safeguard their vested interest at the cost of lot owners' hard-earned money, which is completely unethical. We will address their false malice propaganda soon.

FYI, A letter has sent out to all lot owners for the SGM held on 07-04-2020 at 5:00 PM at Moorookyle, 2-16 Edmund drive, and an email was forwarded to Quantum to send an email to the owners on behalf of the nominated person with the SGM notice.

Respected Lot Owners of Moorookyle Estate, Greetings.

We, a group of conscious lot owners would like to reach out you through this communiqué to highlight some of the disturbing development that has happened in our estate over the last 12 months or so for which we are truly concerned. Perhaps you are aware that most of us had been part of the Moorookyle owners Corporation Committee since 2012. If you have been one of the lot owners prior to 2012, you may recall that we had a management named "Community living" who didn't do their job properly and charged a lot of money from the Owners corporation. There was no transparency. Overall the estate was struggling to offer a better lifestyle for its residents. To prevent the gloomy outlook and uplift the standard of the estate a group of lot owners came forward and worked really hard for the last 10-12 years. They dedicated all their hard works, times, efforts and passions for the betterment of the estate. Their goal was “REDUCE THE COST AND IMPROVE THE LIVING STANDARD OF THE ESTATE INCLUDING OFFERING A STATE OF ART CLUBHOUSE, AND INCREASE THE SAFETY AND SECURITY OF THE ESTATE”. Which is why they had called a Special General Meeting (SGM) and changed the then management and saved a big chunk of money of the Owners Corporation (OC). The transparency level was maintained at 100% throughout the process. We feel privileged to be part of that committee and learned how to contribute as effective committee members in an OC. Every year that elected committee reviewed the management contract and evaluated the performance of the manager of the OC.

Unfortunately things have started changing dramatically as soon as the current OC Committee took over last year.

The current committee changed the previous management (ACE) and made the agreement with the current management (Quantum) to manage the estate for four years. As a result we are paying $156,032.00 ‪till Jun 30 2021‬, then $163,032.00 per annum for the remainder of the term. The current committee changed most of the previous contractors and increased the expenditures. If this trend is allowed to continue, our expenditures will be increased around $100,000.00 during the 4 year tenure of this management. Moreover the quality, cleanliness, safety and security of the clubhouse have dropped to an alarming level. The clubhouse is rapidly becoming family-unfriendly due to lack of security and some recent safety related incidents. Police came to the clubhouse on a number of occasions. Dear residents, in order to prevent all these catastrophic developments in our estate, a group of conscious owners have come forward once again aiming to call for a Special General Meeting (SGM) and raise our voice to stop any further damage to our estate. The SGM will be called according to the OC act rule 74 (c). We hereby seek your support.

Do you remember that We had a contractor who used to maintain the nature strips at a very cost-effective rate @ 6.00 per lot with edging. Quantum indicated that the committee was looking to initiate a contractor to carry out maintenance of the nature strips. Can you please ask the committee ([email protected]) or Quantum ([email protected])

** Why has committee stopped the service provided by previous contractor?

** How much are we paying now per lot to the new contractor?

** Why is the new contractor not doing the edging?

Do you know that Moorookyle OC is following the July-June financial year and we already saved money for the last financial year due to the closure of the clubhouse. Why is committee/quantum not tacking initiative to refund money to each lot as a lump sum credit and working to reduce the Levy for July 20- June 21. We are under the impression that the levy has to be reduced for that period (20/21) as Quantum hasn’t done any noticeable activities due to COVID -19 lockdown. For your information, our neighbour estate (Club Heartland) already waived their last quarterly Levy to provide some financial relief to their lot owners. Quantum was their managing agent and ran the recent AGM, though the committee (Heartland) changed quantum and appointed a new management. They are lucky as they have new management in place and the Committee is working for the lot owner’s interest.

We argue that Quantum and the committee should refund lamp sum credit to each lot and reduce the levy for 20/21.
