⛳ WHAT’S GOING ON WITH THE FUTURE OF DEEP CREEK RESERVE?

Pakenham Golf Course has now been closed for around 18 months.

And the community is entitled to ask:

Where are we up to?

Here’s the timeline as we understand it.

📅 MARCH 2025
Golf Services Management (GSM) walks away from the Pakenham Golf Course and the course closes.

📅 AUGUST 2025
Pakenham Golf Club representatives meet with Councillors and put forward a pathway to save golf at Deep Creek Reserve.

The message from Council was that the process would be followed — even if that meant the site remained without golf for two years or more.

📅 NOVEMBER 2025
Council resolves to undertake an Expression of Interest process to “test the market” for the future management and use of the site.

But Pakenham Golf Club had already put forward a proposal months earlier.

And Council's own feasibility work subsequently found that golf is viable at Deep Creek, subject to investment and an appropriate management model.

📅 JANUARY–FEBRUARY 2026
Pakenham Golf Club continued trying to find an alternative pathway to get golf operating again.

We asked for Council, the Mayor, the CEO and State Government representatives to sit down together and see whether a solution could be found.

Our local MP even asked us to have Council contact her so everyone could get around the same table.

That meeting never happened.

📅 MARCH 2026
Council finally opens its EOI process.

📅 12 MAY 2026
The EOI closes.

Council's own website confirms the process is now closed.

And then...

JUNE.
JULY.
AUGUST.
SEPTEMBER.

Still no public outcome.

No announced operator.

No announced plan.

No date for when golf might return.

Meanwhile, Council continues maintaining the grass and surrounding areas at the closed golf course. Council itself confirms that the greens, tees, fairways, rough and surrounding grass are being maintained.

So we have some pretty simple questions.

💰 How much ratepayer money has been spent maintaining a closed golf course for around 18 months?

💰 How much has been spent on consultants and the various processes undertaken by Council?

⛳ If Council's own feasibility work says golf is viable, why is the course still closed?

🏛️ If Councillors have publicly indicated they want golf to remain at Deep Creek, what are they doing to make that happen?

And perhaps the biggest question of all:

WHO IS ACTUALLY MAKING THE DECISIONS?

Are elected Councillors directing the future of this community asset?

Or are Councillors simply waiting for Council officers to tell them what the answer is?

Because elected Councillors are the people the community elected to make the decisions.

Not the bureaucracy.

Pakenham Golf Club has put forward a community-led solution.

We have repeatedly tried to engage.

We have put forward options.

We have asked for meetings.

We have asked for a pathway forward.

And we're still here.

18 months after the course closed, the community deserves some answers.

We don't want another process.

We want to know:

WHAT IS THE PLAN FOR DEEP CREEK RESERVE?

And if Council says it wants golf to remain...

WHY ISN'T GOLF BEING SAVED?

Last month we posted an overview of our plan for Deep Creek Reserve. Some have questioned how it could be delivered. Attached is an extract summary of the planning review.

This summary forms part of a 30 plus page planning review we completed but cannot submit to council as it does not form part of council's process. This review considered 1000's of pages of expert reports, submissions made across two planning panel processes.

Our mindset to saving golf has always been about restoring a community run, community operated golf club.

🏌️‍♂️ What could Deep Creek Reserve look like?

While the current EOI process for the future of Pakenham Golf Course continues, Pakenham Golf Club is unable to comment on the confidential or probity-sensitive aspects of the process.

What we can do is remind the community about the vision we put forward for Deep Creek Reserve — a vision built around community ownership, community participation and community benefit.

Our proposal to Cardinia Shire Council was about much more than simply keeping a golf course.

Our vision included:

🏌️ A redeveloped golf course and driving range — providing a modern, sustainable facility for existing golfers while creating opportunities to introduce more people to the sport.

🏀 A five-court basketball stadium with one NBL1 Spec Show Court on surplus land to the north of the site, developed in partnership with Pakenham Basketball Associations and with support from Basketball Victoria.

🔨 5,000m² for the Cardinia Men’s Shed on surplus land to the east, helping address the organisation's significant capacity constraints at its current Pakenham location. We support council giving this worthy cause a peppercorn lease (fee free).

🚶 A walking trail through the site from the eastern side, with appropriate time restrictions to ensure public access and golfer safety can operate together.

🚗 A new public roadway opening up currently vacant developable land and potentially generating up to $4.4 million in development contributions/levies for Council.

🏘️ Community housing opportunities through State and Federal community housing programs, with the potential to help fund the golf course redevelopment while providing Council with up to $15 million towards a Community Sport Fund to invest in sporting facilities elsewhere across the Shire.

⛳ 5% of Club profits dedicated to community programs, supporting local golf talent and creating pathways into the sport.

🌱 A further 5% of Club profits dedicated to community benefit, including our commitment to support the Cardinia Environmental Coalition.

This was our proposal for a community-run and community-controlled redevelopment of Deep Creek Reserve.

We believe the community should be able to understand the ideas that have been put forward for this important piece of public land — without compromising the integrity of the current EOI process.

So we want to hear from the community.

What would you like to see happen at Deep Creek Reserve?

What opportunities do you think should be explored?

And importantly, do you think Council should be actively exploring how existing public land can deliver more for the broader Pakenham and Cardinia community?

We encourage residents, sporting organisations, community groups and local businesses to take an interest in the future of Deep Creek Reserve and make your views known to Cardinia Shire Council.

This isn't about trying to influence a confidential assessment process.

It's about making sure the community continues to have a conversation about what is possible.

Deep Creek Reserve belongs to the community. Its future should deliver for the community.

PGC would like to provide an update its members and followers.

This morning we have been advised that the council EOI process has concluded.

The proposal we submitted is still bound by the probity measures and confidentiality requirements of the EOI while council completes its evaluation stage.

We have no visibility on process, timelines or what the next steps look like, we assume we will know more when the council agenda for next weeks meeting is published some time this week.

Our members have spoken, the EOI submission has been approved, 100% of members in favour, including the only publicly known plan that addresses all the known issues of the course.

This is a big moment for Pakenham Golf Club and for the future of golf at Deep Creek Reserve.

What stood out most wasn’t just the result… it was the message behind it 👇

“Cardinia needs a community golf course.”
“Bring golf back!!!”
“Traditional 18 hole course is a must”
“Well put together and very positive”
“Very much appreciated for all the hard work the Board has done.”
“Pakenham needs a golf course.”
“Fingers crossed we get it. Then the real work starts”

This is more than a submission — it’s a clear community voice.

Thank you to every member who took the time to vote and share feedback.
The board now moves forward with the process of lodging the clubs submission knowing we have a united a community-led vision for golf in Pakenham.
