就在3/23號，德國，柏林，550名警察(包含柏林SEK特警)與78名消防人員於一個大型購物中心進行了一個大型無劇本反恐演習。德國警方用這個機會來檢討與改進他們使用的戰術與訓練。
On 23 March, in Berlin, Germany 550 police personals (including SEK and the German SWAT team ) and firefighters conducted a large-scale counter-terrorism exercise. The German police took this chance to revise and improve their training and tactics.
此次演習發生的開始由三名恐怖份子駕車衝入人群製造大量傷患，下車進入購物中心掃射並挾持人質，逃離現場的民眾打了報案電話，柏林警力到場反映。據柏林警方表示，絕大部分參與本次演習的人員都不知道會發生什麼事，所有的戰術決定都是有機的隨狀況演變。
This exercise started with a car driven into the crowd and creating massive casualties, and then 3 gunners disembarked and started to shoot people. They later entered the mall shooting and taking hostages. Some witnesses called the response center and warned the police.
According to the Berlin Police, most of the operators in this exercise didn’t know what would happen before the exercise began, so every tactical decision organically evolved itself in the whole exercise.
有趣的是就在同一個周末，台灣首都，台北車站也進行了首次的警方無劇本反恐演習，由維安特勤隊與北市特勤隊聯手出勤，在只有現場任務提示的狀況下進入車站月台掃蕩並解除狀況。基於長年觀察，知道警方從前幾年開始參與城市之盾演習(美國舊金山)、漸漸打開心胸並吸取經驗、轉化成台灣可應用的模式，這實在是一條漫漫長路，值得鼓勵 。
Interestingly, on this very same weekend, in the capital of Taiwan, Taipei main train station, Taiwanese police have also successfully conducted its first non-scripted counter-terrorism exercise, participated by National Police Special Operation Group and Taipei City SWAT team, who were only briefed before ex*****on. Based on my observation, I know it has been a long way for the Taiwan police force, since they started participating in Urban Shield exercise(Bay area, California) and gradually opened up their mind, absorbed the experience , and finally converted it into a mode which can be applied to Taiwan, and they really deserve applause in this case.
恐怖攻擊手法在這半世紀以來不停的演進更新，許多攻擊已經不如傳統案件那般可預測。責任漸漸吃重在即時反應的巡邏警力上，如果他們當下就能解除威脅，即能有效制止狀況惡化，反之則更無情的考驗整個警政指揮與應變系統的橫向連結與快速反應。因此在專業規劃下、跨單位的無劇本演習，成為整個國家在心態建立上與訓練上不可或缺的工具之一。
Terror attack tactics keep evolving in the past half-century, and most of the incidents are not as predictable as traditional cases. The responsibility gradually relies on the first responders. If they can neutralize the threat when they arrive, the incidents will be able to remain contained. If not, it would be a brutal test for the command system’s speed and horizontal connection. In that case, non-scripted CT exercises which are planned by professionals and multiple agencies will be crucial for mental preparation and training for the whole nation.
