Everyone deserves a seat at the table

Family activities create opportunities for connection, belonging, and shared memories. Whether it is a meal, a conversation, or a simple board game, these moments help strengthen relationships and foster a sense of inclusion.

For many persons who have hearing impairments, however, participation in family activities can be challenging. Conversations may be difficult to follow, important information may be missed, and communication barriers can leave a person feeling excluded from the very moments that bring families together. Over time, this exclusion can become humiliating, isolating, and emotionally painful.

The family member who has a hearing impairment deserves their seat at the table.
Creating an inclusive home environment is not complicated. Small adjustments can make a significant difference in ensuring that everyone feels valued, respected, and included.

Families can promote inclusion by using clear and visible communication methods, making use of assistive listening devices where appropriate, and ensuring that they face the person when speaking. Speaking clearly and at a natural pace can improve understanding and reduce communication barriers.

It is also important to minimise background noise, such as television or radio sounds, particularly during conversations and family gatherings. Good lighting and adequate illumination help individuals who rely on visual cues, facial expressions, and lip-reading to communicate more effectively.

Perhaps most importantly, family members should be patient, understanding, and willing to adapt their communication styles. Inclusion begins with recognising that communication is a shared responsibility.

No one should feel invisible in their own home. Every family member deserves to be heard, valued, and included in the moments that matter most.

A Disability Bill must do more than exist — It must empower

The concerns of persons with hearing disabilities are generally not about whether South Africa should have a Disability Bill. Rather, they are about ensuring that any legislation is genuinely rights-based, responsive to diverse needs, and capable of improving the everyday lives of persons with disabilities.

A meaningful Disability Bill should reflect the Social Model of Disability and align with the principles contained in the White Paper on the Rights of Persons with Disabilities (2015). It should recognise the diversity of invisible impairments, particularly the diversity that exists within sensory impairments.

It is important to acknowledge that hearing disabilities are not a single experience. Individuals have diverse communication needs, preferences, identities, and support requirements. Effective legislation must therefore avoid a one-size-fits-all approach and recognise this diversity.

The Bill should provide clear accountability, monitoring, and enforcement mechanisms to ensure that rights are translated into practical outcomes. It should also guarantee meaningful participation by persons with hearing disabilities and other underrepresented impairment groups throughout implementation, monitoring, and review processes.

Particular attention should be given to the functional impact of an impairment. Access to reasonable accommodation, support measures, and opportunities should not be determined solely by the degree of impairment. The extent to which an impairment affects an individual's ability to participate equally in society should be a key consideration.

The legislation should further protect the rights to reasonable accommodation, communication access, accessible information, and freedom of association. Without these safeguards, many persons with disabilities will continue to face barriers to participation despite the existence of legal protections.
