To the United Nations, NATO, and the International Community,
Cambodia reaffirms that it has no reason or intention to initiate hostilities against Thailand. At every stage of the conflict, Cambodia has acted in self-defense in response to armed incursions and aggression along the border.
Regrettably, Thailand has used the border tensions with Cambodia as a tool in its domestic political agenda, while presenting itself to the international community as the victim. This misrepresentation has unfairly cast Cambodia in a negative light.
Cambodia has consistently advocated for the peaceful and lawful resolution of this dispute through international legal mechanisms, including repeated calls for adjudication by the International Court of Justice (ICJ). However, Thailand has persistently rejected these efforts, opting instead for bilateral negotiations that have failed to produce lasting results.
Let it be clear: Cambodia does not seek war. We have no interest in escalating conflict with our neighbor. Our position remains rooted in peace, legality, and the protection of our national sovereignty.
We respectfully call upon the international community to view this situation with fairness, based on facts, legal precedent, and an understanding of the historical context.
